CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency
operations, transitional activities centered on agriculture and
nutrition and a range of development initiatives in such areas as water
and sanitation, health and micro-credit.



CARE Indonesia  in Head Quarter Office-Jakarta  is currently recruiting the following position for its project:

JOB SUMMARY

The Emergency Preparedness/Response & Safety and Security Coordinator will work with the Emergency Response Team to provide leadership for CII in emergency preparedness and response. The Emergency Preparedness/Response & Safety and Security Coordinator is the key link between senior management and the staff ERT team.


RESPONSIBILITIES AND TASKS


EMERGENCY PREPAREDNESS/RESPONSE:

1.      Networking and representation in various interagency preparedness and response forums among donors, civil society and government stakeholders.
2.      Participation in a range of events with stakeholders including: training (e.g. UN/GOI clusters, ECB consortium, CARE Emergency Group training); provide input to government and donor strategies on DRR and emergency response; represent CARE at cluster meetings
3.      With ERT members, partners, and / or CARE International specialists undertake a rapid assessment following a disaster, document and analyze findings, and communicate these with relevant stakeholders.
4.      Develop and execute a partnership strategy (in high-risk areas of Indonesia)
5.      Emergency Preparedness Plan development, annual review and updating; EPP dissemination to CARE staff
6.      Professional development of Emergency Response Team members e.g. use of CARE Handbook and Tool Kit
7.      Monitor relevant websites and email lists for potential disasters (e.g. storm / flood warnings) and communicate information with the CD and ERT.
8.      Work with relevant managers to mainstream Disaster Risk Reduction into regular programs. Provide input and support in the development of new project designs and funding proposals.
9.      Demonstrate commitment to gender equity and diversity.10.Promote a safe and secure work environment; foster a safety and security culture; and ensure consistent application of, and compliance with CII safety and security policies and procedures.



SAFETY and SECURITY :

1.      Work closely with the Support Unit Manager and Managers to ensure the safety of CARE staff and security of all premises.
2.      Assist Managers in the analysis of incidents, trends and lessons learned on security and protection issues.
3.      Conduct regular field travel to the project offices to review safety and security procedures and assist Managers in enhancing standards to meet required policies.
4.      Report any irregularities, suspicions or incidents immediately to the Support Unit Manager.
5.      Take the lead role on investigations and support Managers when an incident occurs.
6.      Provide and/or recommend appropriate training for security staff and other employees, i.e. first aid.
7.      Advise on site selection for office building/ logistical/ residential accommodation. Ensure appropriate steps are taken to safeguard office premises, equipment and residential property (locks, lighting, alarms, and fire equipment).
8.      Provide link between CARE staff on safety and security issues.
9.      Provide orientation to ensure all new staff understands risks and personal responsibility for own safety and understand the importance of respecting CARE S&S rules and regulations.
10.    Overall responsibility for daily operations and functioning of the security team.
11.    Ensure that safety and security point persons are identified and the register updated and security trees are in place for all project offices.
12.    Develop safety and security guidelines, training materials, coordinate the related training.
13.    Ensure smooth flow of information on safety and security in the country office, including information from external agencies.




QUALIFICATIONS

1.      Education
·        Bachelor degree in relevant study and/or a minimum of five years of work experience in a relevant field
·       At least five years experience working in emergency and development programming including experience at Project Manager-level.

2.     Experience
·        Experience in undertaking rapid assessments with communities, using participatory tools.
·        Experience and understanding of a multicultural working environment.
·        Previous NGO experience in difficult working conditions, preferably in an emergency setting.

3.      Specific technical skills
·        Proven skills in gender mainstreaming.
·       High level analytical and communication skills, including excellent oral and written English communication skills.
·       Demonstrated leadership skills, including: interpersonal skills, flexibility, sound judgment, planning, team building and facilitating skills.
·       Sound knowledge of capacity building techniques.
·        CERT II and III as well as general SSO training, 1st aid kit training

4.      Ability to complete given assignments accurately with minimum supervision.

5.      Ability to work under pressure and to be tactful.

6.      High sense of personal integrity, discretion, initiative and judgment.

7.      Advanced verbal and written English and Bahasa Indonesian skills.

8.      Advanced computer skills in MS Word and Excel.
