The USAID Higher Education Leadership and Management project (HELM) is a 5
year program that aims to provide technical assistance, training, and other
support to strengthen capacity in the Indonesian higher education sector in
four core management areas: general administration and leadership;
financial management; quality assurance; and collaboration with external
stakeholders. Indiana University (IU), a subcontractor to Chemonics
International Inc., is seeking to contract an Indiana Alliance Country
Coordinator (IACC) for the Higher Education Management and Leadership
(HELM) project in Indonesia.
The IACC will work as an independent consultant and* *will be responsible
for guiding the development of graduate programs in higher education
management at least three Indonesian universities.  He or she will be a
seasoned project manager with in-depth knowledge of higher education
research and development.  The IACC is expected to manage multiple
programmatic aspects and should possess strong management and
administrative skills. The position will be a maximum two-year contract and
will be located in Jakarta, Indonesia.

Responsibilities:


The role of the IACC will be to

·         Deliver technical assistance and provide leadership to Indonesia
faculty and staff in the strengthening and development of graduate higher
Education management programs;

·         Provide analytical support to the Indiana Alliance for strategic
planning and policy analysis;

·         Provide technical support to the Indiana Alliance for
methodology, design, and implementations of program assessments, input into
policy recommendations and green papers, and on-going guidance for and
collaboration with team specialists

·         Serve as an IU liaison with Chemonics International Inc., the
Indonesian Office of the Directorate General for Higher Education (DIKTI),
selected Indonesian universities, local organizations, and program partners;

·         Prepare schedules, budget estimates and periodic reports for
submission to Chemonics, Indiana University.

Qualifications:

·         10 years of experience in higher education institution-capacity
building activity design and implementation, 5 of which should be directly
related to Indonesia. International relevant experience preferred.

·         Demonstrated knowledge of and experience in working with DIKTI

·         Demonstrated experience in working with faculty and
administrative leaders from both U.S. and Indonesia higher education
institutions

·         Proficiency in English and Bahasa Indonesia, with excellent
written and oral communication skills

·         Familiarity with the nature and conduct of social science research

·         PhD degree in higher education administration or relevant field
required

·         Results-oriented, independent, team player with excellent
interpersonal skills
·         Demonstrated experience on meeting project deliverables through
previous work with USAID projects.


Salary commensurate with experience.
