SUMMARY OF THE CONSULTANCY:

Background:

Technical implementation in
accelerating the development of Papua specified in presidential regulation No.
65 Year 2011 on the Acceleration of Development in Papua and West Papua stating
"Accelerated Development in Papua and West Papua Provinces implemented
through improved coordination, synergy and synchronization of planning,
implementation and control of programs and activities that are derived from
various funding sources and agents of development in accordance with the
provisions of the legislation in the field of public finance.

Development planning in Indonesia
regulated through Law No 25/2004 on the National Development Planning System.
The law provides mandates to Regional Development Planning Boards, or BAPPEDA
(Badan Perencanaan Pembangunan Daerah) to develop planning documents including
yearly planning document (RKPD), five years development plan (RPJMD) and long
term development plan (RPJPD).

RPJMD is strategic document that will
guide planning and budget allocation all SKPD in the province level to places
the highest priority on health, education, livelihoods and basic/community
infrastructure and is consistent with the basic human development objectives articulated
by the Millennium Development Goals (MGDs) and special autonomy mandates.

Major
Duties & Responsibilities:

Under the supervision of Social Policy Monitoring and
Evaluation Specialist and coordination with database officer, the consultant
will:
•       Provide technical support to finalization of ASIA module and documents
(with integration of Special Autonomy Context)
•       Provide technical support to integrated the results of ASIA into RPJMD
•       Provide technical support to breakdown mission and vision to be objectives
and analysis of RPJMD
•       Provide technical support to integrated special autonomy context RPJMD
•       Provide technical support to ensure RENSTRA of SKPD are inline to RPJMD
•       Provide technical support to identify bottleneck on public financial
management system and finalisation of Social Budgeting for Children Report

PROFILE OF THE IDEAL
CONSULTANT:

•       Master’s
degree related to a social science, preferably including gender studies,
development studies, public policy, public administration, evaluation or social
research with at least 3 years of working experience in evaluation and/or
social research or Bachelor’s degree related to a social science, preferably
including gender studies, development studies, public policy, public
administration, evaluation or social research with at least 7 years of working
experience in evaluation and/or social research.
•       Strong
knowledge about government planning and budgeting system are mandatory
•                 Strong knowledge about government data system and
indicators are mandatory
•                 Familiarity with governments regulations and
policies related special autonomy are mandatory
•                 Has experiences to develop regulation and Policy
Document
•                 Experienced to conduct active and participatory
learning
•                 Experience on developing monitoring and evaluation
system
•       Experience
working with the UN and with multi-stakeholders: governments, NGOs, the UN/
multilateral/bilateral institutions and donor entities;
•       Outstanding
interpersonal skills, teamwork, and competency to operate in a multi-cultural
and diverse environment;
•                 Excellent in Bahasa
Indonesia and preferably able to written and spoken English;
•                 Familiarity with the Papua are preferred;
•                 Must be available to stay in Papua during the
contract
