Consultancy at Mercy Corps for ACCCRN Program

Mercy Corps launched a climate change initiative in October 2006 in recognition that climate change will be a driver of future global humanitarian crises and threatens to undermine any development progress made to date in support of the populations that we serve.


Mercy Corps considers climate change a lens through which to assess both threats and opportunities to development and humanitarian action.  Our efforts are intended to provide adaptation strategies for communities coping with the effects of climate change; and provide viable options for communities to overcome poverty and access to clean energy while diminishing their own negative impacts on the environment.

Mercy Corps leverages its presence in more than 35 countries with the intent of reaching hundreds of communities and thousands of people to bring results of scale. Regarding climate change it focuses on two principal areas:
* Alleviating energy poverty through market-based solutions.
* Helping communities adapt to climate-related hazards in rural and urban areas.
* Advocacy, Outreach, and Example: Catalyzing governments and people to replicate successful, environment and climate-friendly programs.
Mercy Corps Indonesia has served as the Country Coordinator for the Asian Cities Climate Change Resilience Network (ACCCRN) since May 2009. ACCCRN is a program funded by the Rockefeller Foundation (RF), to support climate adaptation initiatives in secondary cities in four countries in South and South East Asia (India, Indonesia, Vietnam and Thailand). The Rockefeller Foundation aims to contribute to achieving the ultimate impact of enhancing resilience and capacity of a growing number of developing Asian cities in relation to current and future climate risks and hazards, and improved lives of poor and vulnerable communities. ACCCRN implements a diverse range of effective approaches, processes, and practices demonstrated in pilot cities that build urban climate change resilience while incorporating the priorities of poor and vulnerable urban dwellers.

Under ACCCRN, Mercy Corps Indonesia works with the cities of Semarang and Bandar Lampung to assist and promote a process by which a multidisciplinary group formed by government officials, academics, local NGOs, CBOs and other relevant stakeholders analyze and understand projected climate change impacts in their cities and plan short, medium and long term strategies to minimize their exposure and build resilience. ACCCRN is at a critical point in Indonesia where national and local governments, international agencies and local actors are increasingly interested in understanding how to replicate and scale-up urban resilience based on methodologies, case studies, lessons learned and other tools. Mercy Corps recognizes that documentation, guideline development, and dissemination are critical to the ultimate goal of ACCCRN, achieving impact and replication on a national scale while catalyzing attention and funding internationally.


Objective Consultant for climate toolkits development is a Jakarta based position with travel to Semarang and Bandar Lampung city as needed, working with ACCCRN team to develop a climate change toolkit for ACCCRN replication and mainstreaming in local, national, and international level.

The ACCCRN guideline and toolkit will consist of a step-by-step of how ACCCRN is delivered, detail technical toolkits of each activities included in ACCCRN process. The goal of this work is to produce a clear, simple, and comprehensive guideline and toolkits that are applicable both for local government and international stakeholders including donors.
ACCCRN guideline and toolkits need to consist of the following process:
1.       City selection
2.       Establishment of city team/city working group
3.       Vulnerability Assessment development
4.       Pilot project implementation
5.       Sector study
6.       Development of City Resilience Strategy
7.       Intervention project selection and implementation
8.       National engagement

Research and Data Collection

The function of this job is to capturing process and lesson learnt of ACCCRN implementation in two core cities Bandar Lampung and Semarang, and interviewing all related stakeholders that have been engage with the conduction of the program such as CCROM-SEAP IPB which responsible for VA development to be used as the basis of guideline and toolkit development.

Guideline and Toolkit development
The development of ACCCRN guidelines and toolkits which applicable for cities, national, and international stakeholders.

Ownership of product:

Mercy Corps retains ownership of research produced under
this contract. The consultant will be able to use materials based upon agreement
with Mercy Corps regarding the public usage, distribution or publishing of the
research or any material produced under this contract.  Both parties agree to properly credit the
other party on public presentations or any form of dissemination of the
material borne from this initiative.
