ISEAN-Hivos-GF-R10-HIV/AIDS - Consultant to Review and Reprogram the Workplan and Activities of the ISEAN-Hivos Global Fund Round 10 Program and Draft its Phase 2 Proposal.

REQUEST FOR EXPRESSION OF INTEREST

In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly submitted a regional proposal to the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10. The programme, entitled ‘Strengthening Community Systems to Reduce Vulnerability to and Impact of HIV infection on MSM and TG in Insular Southeast Asia’, was approved by GFATM and contract for the grant was signed on 6 October 2011. The ISEAN-Hivos Program is a multi-country, non-CCM grant supported by the Global Fund.

This grant has the main goal of reducing:
(a) the vulnerability and risks of MSM and TG to HIV infection and,
(b) the impact of HIV on their lives in Insular Southeast Asia. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.

As the Program is half-way in its second year of implementation, the Principal Recipient’s Program Management Unit (PR-PMU) based in Jakarta, Indonesia seeks to commission a team of consultants to review and reprogram its Workplan and Activities as well as Draft its Phase 2 Proposal for submission to GF. The Team’s main outputs will be a Technical Reports that provide guidance on the suggested changes on its overall Workplan and activities and Draft of the actual Phase 2 Proposal. Specifically, the Consultant: will conduct a review and assessment of the M&E Performance Framework, Tools and Strategies of the IHP and draft it’s Phase 2 Proposal (Programmatic and M&E Part).

The Output of the Consultant will be:
• A technical report based on the review of IHP M&E Systems, Tools and Procedures with recommendations for improvements and reprogramming; and Draft IHP Phase 2 Proposal (Programmatic and M&E Part).

Key Qualifications
1.Established expertise in the Monitoring and Evaluation, preferably on HIV-AIDS under a Global Fund Program;
2.Established knowledge in the use and adaptation of Online M&E Tools;
3.Familiarly with the concerns and M&E needs of organizations related to HIV-AIDS, and with MSM and TGs in a South East Asian regional context;
4.Familiarly with country M&E systems in South East Asia;
5.Preferably with experience working with M&E of Global Fund Programs;
6.Preferably with advanced degree in communications and/or social sciences,
7.Familiarity with the concerns of MSMs and TGs in the South East Asian context;
8.Resident of South East Asia and with experience in working in one of the ISEAN-Hivos countries.
9.Fluency in written and spoken English

The selected consultant will be engaged for a minimum of 15 days, starting date in Second Week May, 2013. The Consultant is expected to review of IHP M&E Performasnce Framework and M&E Plan, with recommendations for improvements and reprogramming; and Draft the IHP Phase 2 Proposal, with the coordination with IHP Program Management Unit (PMU).
