Vacancy at USAID PRIORITAS - Operation Manager

URGENTLY REQUIRED
The USAIDproject Prioritazing Reform, Innovation and Opportunities for Reaching Indonesia’s Teachers, Administrators, and Students (PRIORITAS)will focus on capacity building and quality
improvements forteacher training
institutions (TTI)
and for non-academic, pre-serviceteacher
training providers. PRIORITAS will build the capacity ofschools and MoEC, MORA national, provincial and district
offices together with pre-and
in-serviceteacher training organizations tocoordinate, plan andtrain.
The USAID PRIORITAS project
is currently seeking qualified individual to fill theposition
of the
Operation Manager
Thisposition will be based in Jakarta
The objectives of
the assignment as follows:
The Operations Manager is responsible for
operations of USAID PRIORITAS project offices in Jakarta and the provinces
(currently seven provinces). This will include supervising and coordinating the
work of finance, HR and procurement personnel from both RTI (the main
contractor) and EDC (the major sub-contractor). S/he will monitor the work of
all the project offices, ensure support is given where needed and propose and implement
improvements, where appropriate, in order to facilitate efficient project
operations compliant with the client’s regulations and RTI policies and
procedures. S/he will liaise with the RTI home office on issues relating cost
monitoring and other relevant issues.
The Operation
Manager's responsibilities will include:
·         Assist COP/DCOP with planning of program
activities and ensure the availability of project resources for their timely
implementation
·         Develop and implement project-level office
policies and procedures in concert with the COP, DCOP and corporate office
management to support the implementation of the project in line with client and
corporate rules and procedures
·         Coordinate the HR, finance and
administration teams in the Jakarta office to ensure that their work supports
the efficient and timely implementation of project activities. This will
include coordinating administrative and financial operations, logistics,
procurement, IT, human resources, and any other administrative functions
required to implement the project. This will include ensuring coordination in
operational matters between RTI and the subcontractors
·         Under the guidance of the COP/DCOP, monitor
and coordinate operations in provincial USAID PRIORITAS project offices,
assuring efficiency and compliance with USAID regulations and RTI policies and
procedures, including the timeliness of expense approvals; efficient management
of logistics; clearing of cash advances; and appropriate use of STTA and panel
agreements
·         Review and analyze
monthly financial reports prepared by Finance Manager to monitor timeliness;
accuracy; and compliance with code allocations and procedures
·         Establish and maintain effective tracking
system for level of effort incurred for the project by international and local
staff and consultants, subcontractor’s staff and consultants, as well as
cost-sharing of partner agencies, status of grantees
·         Work with the RTI home office to review
sub-contractors’ invoices for allowability, reasonableness, and applicability
of expenses; and tracks invoices against the subcontract budget and LOE.
·         Travel to project sites as required by job
duties and/or at requests of COP and DCOP.
·         Ensure that the RTI RAMS property
managements system and the USAID TraiNet are regularly updated by the
responsible staff.
·         Be the primary point of contact with the
Home Officer Project Administrative Manager (PAM) on budget monitoring, expense
reporting, procurement and other relevant administrative issues.

Qualifications:
·         - Master Degree in Finance, Management or
related discipline
·         -   10-12 years Operations and Financial
Management  and or advanced Accounting
Management experience or equivalent years of combined education and experience
in related field
·         - 5 years of international / national experience
to include supporting overseas operational management activities
·          -  Excellent knowledge of procurement, financial
management and reporting systems
·          -  Prior experience working on USAID or
AUSAID-funded programs in a senior-level financial management capacity strongly
preferred
·         - Strong management, leadership and customer
relations skills essential
·          - Strong interpersonal, communication,
presentation and business partner skills- ability to facilitate team work a
must.
·          - Will be required to travel
