The Safer Communities through Disaster Risk Reduction in Development (SC-DRR) had been implemented since 2007 intended to support the government Indonesia in enhancing the disaster management reform agenda specifically decentralized and inclusive partnership on disaster risk reduction initiatives. Results and changes has been notable in establishing the enabling framework and planning instruments at sub-national level, improving and enhancing institutional capacities of DM agencies and multi-stakeholder fora and better prepared communities. Phase II of the Safer Communities through Disaster Risk Reduction in Develop¬ment (SC-DRR) Project will scale up initiatives delivered by Phase I of the Project (2007-mid 2012).  Its main goal is to make disaster risk reduction a normal part of the development process, one that is embedded in core functions of the central and local government and its public and private partners.  Particular emphasis is placed on
local communities, where the most direct actions can be taken to reduce people’s vulnerability to the adverse impacts of disasters.
The project aims to achieve three main outputs:  (1) National and local governments enabling policy and regulatory framework for disaster risk reduction (DRR) in target areas are designed and implemented; (2) Disaster management (DM) agencies in target areas are effectively functioning and utilize risk assessment for DRR initiatives in partnership with multi-stakeholder DRR fora; and (3) DRR principles and techniques to minimize disaster risk are adopted and applied by communities. The National Agency for Disaster Management (Badan Nasional Penganggulangan Bencana – BNPB) is the Implementing Partner of this project. Strategic partnerships will be maintained and strengthened with other relevant GOI ministries and agencies, as well as with public and private partners at international, national and local levels
Under the overall guidance from the project manager, the Policy Analyst will provide policy advisory supports to the senior officials of the Directorate for Disaster Prevention and Management under the Directorate General for Public Administration (Dirjen PUM) Ministry of Home Affairs (Kemdagri). The Policy Analyst will particularly support the formulation of policy guidance relevant with mandates of Kemdagri on disaster management areas and liaise with other ministries (BNPB, Bappenas, local government, etc). The incumbent will also support Kemdagri especially the legal bureau on formulation of minimum standard and criteria for disaster management and facilitate the harmonization of legal framework for decentralized DRR.

Duties and Responsibilities
Summary of key functions:
Function 1: To support Project Board of SC-DRR Phase II and its sub-project:
- Provide effective, efficient, and strategic technical assistance to Directorate for Disaster Prevention and Management, other directorates and Office of  Executive Secretary for Dirjen PUM on disaster risk reduction themes and initiatives;
- Ensure materials, reports and other documents are available and accessible  to both Kemdagri and NPM when required prior to the regular Project Board meeting;
- Ensure effective coordination and meetings of the Project Board and ensure that relevant results/decisions of the meetings are followed up and implemented effectively;
- Perform monitoring and reporting of relevant substance and report to directorate for Disaster Prevention and Management, Office of  Executive Secretary for Dirjen PUM, and  the Project Management Unit (PMU);
- Ensure effective communication and improve coordination among UNDP, Kemdagri, BNPB, and Bappenas as Project Board members.
Function 2: To provide technical assistance to Directorate for Disaster Prevention and Management, Office of Executive Secretary for Dirjen PUM and Legal Bureau (Kemdagri).
- Liaise and improve coordination among UNDP, Directorate for Disaster Prevention and Management, other directorates  within and Office of Executive Secretary for  the Dirjen PUM (Kemdagri) on disaster risk reduction and related topics;
- Facilitate initiatives to identify the needs for risk reduction advocacy in strategic areas of intervention relevant with mandates and responsibilities of Kemdagri and communicate with Kemdagri for future project planning and implementation;
- Provide advice and technical assistance on policy formulation process especially on local DRR planning and budgeting through a consultative processes with  relevant line ministries (Bappenas, BNPB, etc) and local government;
- Provide advice and technical assistance to legal bureau of Kemdagri and through consultative processes with  BNPB and local government on formulation of minimum standard, criteria and procedures and harmonization between national and local regulations in disaster management;
- Provide advice and technical assistance for enhancing UNDP’s comparative advantage to government planning and implementation especially on decentralized disaster management;
- Support government initiatives effectively on decentralized disaster management through Kemdagri.
Reporting
- Produce monthly substantive reports on relevant functions as appropriate, both to NPM and the Directorate for Disaster Prevention and Management and Office of Executive Secretary for Dirjen PUM

Required Skills and Experience
Education:
• Minimum Bachelor Degree in Disaster Management, Public Policy and Administration, Law, Development Planning, or other relevant fields.
Experience:
• Minimum 3 years of relevant experience (Master degree) or 7 years (Bachelor Degree) 
• Solid experience in working with government institutions
• Preferably in the field of development, including work on disaster management and risk reduction, decentralization and regional development.
Language:
 • Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required
Other Requirements: • Demonstrated strong familiarity with development projects and UNDP programmes in Indonesia.
• Strong knowledge of DM and/or DRR programmes/projects
• Excellent inter-personal and team building skills.
• Full time availability for project management duties is essential.
• Familiar with Government and UNDP procedures.
• Up-to-date computer skills required.
