Vacant Position - Governance Management Specialist for EMIS

URGENTLY REQUIRED
The USAIDproject Prioritazing Reform, Innovation and Opportunities for Reaching Indonesia’s Teachers, Administrators, and Students (PRIORITAS)
will focus on capacity building and quality
improvements forteacher training
institutions (TTI) and for non-academic, pre-serviceteacher
training providers. PRIORITAS will build the capacity ofschools and MoEC, MORA national, provincial and district
offices together with pre-and
in-serviceteacher training organizations tocoordinate, plan andtrain.
The PRIORITAS
is currently seeking qualified individualswith wide networking among local government and schools to fill
thepositionof the
Governance Management Specialist for EMIS
Thisposition will be based in Jakarta
The objectives of the assignment as follows:
a.    strengthen capacity for management
and governance of basic education at national, provincial, district and school
level through ongoing development, refinement and use of EMIS tools;
b.  help develop the capacity
of education stakeholders and policy makers to make better informed decisions
on education sector development and financing, including the preparation of plans,budgets and policies
related to school-based management and human resource management;
c.  help improve the linkages
between local government and teacher training institutions (TTI) through the
ongoing development, refinement and use of tools to enable information-based
planning and policy development related to human-resource management in the
sector;
d.    help develop the capacity
of districts and service provider institutions, including TTI to deliver
ongoing capacity development programs to improve basic education in districts
and schools;
e.    ensure that all EMIS tools
reflect current the national priorities and policy framework.

The Governance Management Specialist's
responsibilities will include:
a.    work
as a member of the national project team to support the objectives of USAID PRIORITAS
in a responsive manner, taking leadership especially in the area of EMIS and
use of ICT for improving management and governance within the basic education
sector;
b.    review
and update all relevant EMIS tools currently in use, especially those developed
under DBE, in order to: (i) align with changes in GOI policy; (ii) adapt to
other developments in the sector, including innovations resulting from other
donor activity;
c.    work
collaboratively with national level counterparts (e.g. from, Pusbangprodik, BPSDMP-PMP, the
Directorate General of Basic Education and the National BOS Management Team) to develop the capacity to use and update EMIS tools;
d.    work closely with the
national team and counterparts to identify emerging needs related to project
objectives and to develop, pilot, refine and use new tools to meet these needs;
e.    design and deliver ongoing
training to national and provincial specialists (i) in the use of the revised
and new tools, and (ii) to develop the capacity of service provider
institutions, including TTI and LPMP, to train local government counterparts in
the use of the tools, particularly at province, district and school level;
f.     identify opportunities for
national level policy input, analyzing data outputs from the above tools;
g.    respond to other requests
for EMIS, ICT related support, inputs and products as required.

Qualifications:

a.    At least ten years of
professional experience and demonstrated knowledge of theory and practice
relating to use of ICT for improved management and governance.
b.    At least five years of
experience in the use of MIS in the education sector.
c.    A thorough knowledge of the
education sector and familiarity with Indonesian education planning, policies,
and protocols.
d.    Advanced ability to use
data analysis applications (including Access and SPSS).
e.    Minimum S1 degree,
preferably in computer programming and/or data management.
f.     Excellent communication and
inter-personal skills. Ability to work well within a team and to work
effectively with government and non-government education stakeholders in the
field.
g.    Excellent writing skills in Bahasa Indonesia. Ability to read and
write reports in English.
h.    Ability to develop
simple applications
using Microsoft Office suite (i.e. Excel, Access and Visual Basic for
Applications) will be an advantage.
