COMPONENT TWO: Professional Development Monitoring and Evaluation Adviser
Job Level and Professional Discipline Category:National position for an initial input of twelve months extendable by an additional 12 months.

Background
Australia’s Education Partnership with Indonesia (the Education Partnership) is currently the largest development assistance program funded by the Australian Government anywhere in the world. Through the Education Partnership Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors with the largest, School Systems and Quality (SSQ) contract, being managed by Cardno Emerging Markets.
Each of the three SSQ-supported components is national in scope, supporting existing government structures and National Education Strategic Planning. Component 2 of the Education Partnership is mainly delivered through the Government of Indonesia’s systems using grant funding from Australia. The grant funding will be used to support the nationwide professional development of education personnel. Component 2 provides technical assistance to MoEC and MoRA as they implement training programs developed using AusAID funding under the Educational Partnership to develop the capacity of principals, supervisors and provincial and district education personnel.
Key Duties and Responsibilities
The Professional Development Monitoring and Evaluation Adviser will support MoEC personnel to develop and implement a Performance Assessment Framework to monitor and evaluate the effectiveness and impact of activities implemented under the Grant Agreement for education personnel and to assist MoEC analyse data and prepare evaluation reports.
The Adviser will be required to develop professional and productive working relationships with key counterparts at the Board of Education and Culture Human Resource Development and Education Quality Assurance (Badan PSDMPK & PMP) at the Ministry of Education and Culture (MoEC) and the Ministry of Religious Affairs (MoRA). The Adviser will work as a member of a team of advisers in Component 2 supporting MoEC and MoRA.
The Adviser will report to the Manager Component 2 and will be responsible for:
1. Assisting MoEC personnel to design and develop the Performance Assessment Framework to monitor and evaluate Grant Agreement activities
2. Liaising with LPMP, P4TK and LPPKS to develop and implement PAF strategies
3. Assisting MoEC and MoRA personnel collect, manage and analyse relevant M & E data
4. Assisting MoEC staff prepare Quarterly Progress Reports for the Staff Development Technical Oversight Group (SDTOG)
5. Developing the capacity of relevant staff to manage and implement the Grant Agreement M & E processes
6. Working with other Component 2 advisers as required to support the implementation, and monitoring and evaluation of all Grant Agreement activities.
7. Working with the SSQ Monitoring and Evaluation Adviser to coordinate M & E processes.
8. Preparing work plans and regular reports about achievements against agreed targets relating to the role.
9. Providing advice and assistance to AusAID personnel through the Component 2 Manager.
10. Other relevant duties as required.The Component 2 team is looking for qualified Indonesian professional to fill the position of: SSQ - Professional Development Monitoring and Evaluation Adviser National.
Key Requirements for the Position:
The Professional Development Monitoring and Evaluation Adviser will require the following skills and experience:
1. Post-graduate qualifications in education, social sciences or related area.
2. At least 10 years’ experience in designing and implementing monitoring and evaluation strategies, preferably in an education context.
3. Extensive knowledge of and capacity to implement current monitoring and evaluation methodologies, particularly the Kirkpatrick approach.
4. Knowledge of the Indonesian education system at the national, provincial and district levels.
5. Strong interpersonal skills and ability to liaise with stakeholders, particularly with Government of Indonesia counterparts and international education specialists.
6. Demonstrated capacity to work as part of team of professionals and contribute to the achievement of the team’s priorities.
7. Highly self-motivated and demonstrated capacity to work independently and as part of a team.
8. Excellent written and verbal communication skills in Bahasa Indonesian.
9. Capacity to communicate effectively in written and spoken English.
