USAID Vacancy: Development Program Specialist

*SALARY*: Ordinarily Resident (OR): FSN-10 (Full Performance Level).
Salary starts from Rp.15,605,988 per month depending on qualifications,
experience and salary history.

The U.S. Agency for International Development/Program Office is seeking
an individual for the position of *Development Program Specialist*, located
at US Embassy Annex, Gedung Sarana Jaya, Jl. Budi Kemuliaan I/1, Jakarta
10110, Indonesia.

*BASIC FUNCTION OF POSITION:*
The incumbent serves as The BAPPENAS Liaison Officer and reports to the

Supervisory Budget Analyst & GOI Liaison. The USAID Liaison Officer
will support the coordination of USAID/Indonesia development programs
with BAPPENAS and Government of Indonesia (GOI), and multilateral and
bilateral donors in Democracy, Governance and Economic Growth
programs, as well as other sectors, through the active participation in
policy, program management discussion and meetings, as well as monitoring,
evaluations, and assessing programs. The Liaison will support cross-cutting
themes including creating partnerships in South-South and Triangular
Cooperation; in line with the 2009 Jakarta Commitment, Post-Busan
architecture, and Indonesia’s South-South Cooperation Grand Design
2011-2025 and Blue Print 2011-2014 policies; gender; youth, and outreach.
The Liaison will support clear lines of communication between USAID and
BAPPENAS, coordination of complementary activities and efficient
administration of regulations and policies applicable to USAID programs.

S/He will also support the effective and coherent alignment of USAID and
BAPPENAS strategies and project implementation. The incumbent will also
support implementation of USAID/Indonesia programs, including
supporting the compliance with USG and GOI programmatic, financial, and
administrative reporting requirement.

The Liaison will exercise a high degree of diplomacy, consensus-building,
teamwork, maturity, independence, and flexibility to effectively fulfill the
responsibilities of the position, especially considering the political
sensitivities and complexities of the position. S/He must possess knowledge
of the local political, government and regulatory context; local
development issues and challenges; international development principles and
approaches, including aid effectiveness; and USAID policies and processes,
especially related to project implementation. The incumbent must be able to
work effectively with GOI officials at all levels from technical experts to
Ministers and Deputy Ministers, as well be able to closely coordinate with
and support USAID/Indonesia technical offices in managing their
relationship with the GOI.

*QUALIFICATIONS REQUIRED:*
*NOTE: All applicants must address each selection criterion detailed
below with specific and comprehensive information supporting each

1) A Bachelor’s degree (S1 or equivalent) in International Development,
Public Policy, Public Administration, Political Science, or related field is
required.

2) Must have a minimum of seven years of experience working in
international development, or related field. This experience includes a
minimum of 4 years working with non-government organizations, donor
organization, or central and provincial government offices in Indonesia.

3) Level IV (Fluent) Speaking/reading/writing in English and Indonesian is
required. Must be able to interpret agency policy, guidance and follow
procedures accurately.

*SELECTION CRITERIA:*
*In addition to the above criteria related to education, experience, and
language proficiency, the following criteria will also be used to evaluate
applicants:*

1) The incumbent must have superior knowledge of general development
principles and approaches, the Indonesian development environment, and
the Government of Indonesia’s (GOI) development priorities.

2) Have in-depth understanding of program design, implementation,
financial management, and monitoring and evaluation.

3) Must have good judgment and strong communication and interpersonal
skills, able to work independently on multiple tasks and meet deadline.
Must be able to mentor and train others and have proficiency in Microsoft
Office 2007 or 2010.
