*BACKGROUND  ***

Strengthening Integrity and Accountability Program (SIAP 1), an USAID
funded project which is managed by Management Systems International is
supporting several government institutions on improving outreach strategy
of their institution.

Recently, SIAP-1 has been engaging service of international consultant to
help improve their communication with its stakeholders. The consultant has
been working to assist in determining the priorities of the outreach
program, the target audience(s), the messages to be conveyed, and the types
of media to be utilized.

One of the consultant's recommendations is improving their staff in
packaging their institutional success stories, since this outreach approach
will have higher psychological impact to the targeted audience. Based on
this, SIAP-1 will hire local consultant to assist Government of Indonesia
(GOI) Partner our Government of Indonesia partner in packaging success
stories, and conduct training how to write success stories.



*SCOPE OF WORK:*

*A.    **Objective:  *

Enhancing  GOI Partner GOI Partner staff skills to write and package their
success stories.



*B.     **Activities:*

*1.      **First 3 days:*

*Consultancy Service to GOI Partner Staff:*

a.       Reviewing GOI Partner sample of news releases, resolved cases, and
other documents related.

b.      Reviewing GOI Partner legal mandates, and strategic plan to
understand it’s goal.

*2.      **Ten (10) days: *

*Consultancy Service to ORI's Staff:*

a.       Assisting GOI Partner Staff to review case files to strategically
select samples for possible success story packaging;

b.      Assisting GOI Partner Staff to convert complex files to
strategically communicated success story text

c.       Assisting GOI Partner Staff to packaging those stories in a
consistent format that effectively communicates the primary messages to be
delivered

d.      Assisting  GOI Partner Staff to work with the case filers to
prepare testimonials and participation in success story packaging when
appropriate

e.       Preparing progress report to MSI SIAP 1 and GOI Partner on the
result of assistance

*3.      **Two (2) days:*

*Training Service to GOI Partner *

a.       Prepare training materials on writing success story.

b.      Conduct one day training for GOI Partner in writing success story



*DELIVERABLES*

1)      Manual instruction in writing success stories (including success
story sample)

2)      Report on assistance to GOI Partner staffs.

3)      Training module for GOI Partner in writing success stories



*Qualifications*

* *

1.      Be a personal consultant

2.      Minimum Bachelor Degree from journalistic, communication or related
disciplines.

3.      Have at least 5 years of experience related to journalism, such as
success stories, writing for news papers, best practices, etc.

4.      Have an experience as a trainer in writing is an advantage.

5.      Good understanding on anti-corruption and bureaucratic reform issues

6.      Have a good communication and good personalities

7.      Have an experience working with government agencies is preferred
