Terms of Reference

Position : Android/iOS App Developer

Starting Date : July 2013

Duration of Contract : 30 days

*Background and Objectives *

Our beneficiary has An Reporting Information System to process and analyze
reports once it is submitted by mail and manually entered to the system by
staffs. SIAP 1 will assist one of Indonesia government institution in
increasing the compliance. To do this effectively, there is a need to
improve procedures for monitoring submitted reports and also developing
infrastructures. SIAP 1 will also assist in developing an online interface
for public servants to submit their report. This online interface could be
accessed through browsers and/or Android/iOS devices.

*Activities***

A. Development**

1. Develop Android/iOS/Blackberry application. (13 days)

Create an Android/iOS/Blackberry project on reporting.

2. Convert existing eModule. (7 days)

Convert to mobile application a flash based version of eModule.

*B. **Debugging and Testing*

1. Build and run Application (2 days)

2. Debug application (2 days)

3. Test application (2 days)

*C. **Publishing*

1. Prepare application for release (2 days)

Configure, build, and test application in release mode.

2. Release application (2 days)

Distribute application to users.

*Requirements*

1. Have a minimum of 2 (two) years experience in designing mobile
applications, preferably for a government agency;

2. Have past experience and knowledge regarding:

a. Database and application design process

b. Mobile development application especially on Android and iOS

c. Java Development Environment (JSE, JME, JEE)

c. SQL Database Engine especially SQLite. PostgreSQL knowledge is an
advantage.

3. Have an experience in testing the software.

4. Have an experience in writing user manual and system documentation.
This user manual will be accessible in the system where users can access
them easily.

5. Have an experience in user training.

6. Have a satisfactory record of Past Performance; and

7. Be able to provide the Services within the time period.

*Deliverables***

1. Android/iOS application for reporting,

2. Converted eModule to mobile application,

3. Published apps to be distributed to users.
