Vacancy: Monitoring and Evaluation Officer

Applications
are invited for a position of the Monitoring and Evaluation (M+E) Officer in
the DAFF AIPEID Program in South Sulawesi.  The position is a non-ongoing full time position until 31 December 2014,
with an immediate commencement date required.


Desirable
qualifications:
-          Hold a
University Graduate Degree with evidence of training in research or
professional development courses in M&E.
-          Demonstrated
experience in developing and implementing monitoring and evaluation programs
for International programs.
-          Demonstrated
practical experience in research or evaluation. This experience should reflect
expertise in conduct of data collection activities, analysis of data (or
supervision of such), interpretation and dissemination of results and report
preparation.
-          Demonstrated
ability to breakdown and communicate complex concepts simply with a range of
stakeholders in multi-cultural settings.
-          Demonstrated
ability to use the results of analysis to provide advice to improve program
delivery.
-          Sound  knowledge of Theory of Change, M&E Model
and Framework
-          Experience
working with Indonesian government departments
-          Understanding
and demonstrated experience of the local context, culture & languages of
Sulawesi.

-          Demonstrated
experience in report writing to a high standard (Indonesian & English).

-          Demonstrated
ability to communicate effectively both in English and Indonesian both orally
and in writing.

-          Demonstrated
ability to work as a member of a small, multicultural team.

Specific Desirable

-          Demonstrated
experience in the delivery of development projects, preferably in the health
and/or animal health sector. This is required to ensure that the consultant is
sensitive to the difficulties of implementing development projects in complex
settings, that the design is feasible and value for money, and that the M&E
systems meet the needs of all relevant stakeholders.
-          Strong
commitment to contribute to the success of the program and able to work under
pressure
-          Strong
ability to manage day to day tasks & responsibilities in timely
manner,  with limited supervision
-          Strong
leadership and initiatives to make sure all activities related to M&E
system in pilot areas met the objectives and in line with the M&E
implementation plan
