World Neighbors (WN) is
soliciting proposals for an external evaluation of its Adapting to Climate Change in Eastern Indonesia program.
The evaluation marks an
important opportunity to take stock of World Neighbor’s programmatic activities
to date, and will provide constructive recommendations on the type and nature
of climate change adaptation and disaster-risk reduction initiatives that
should be implemented in the future to build upon the successes achieved by the
program.
This program is jointly funded by US. Agency for International Development
(USAID) and World Neighbors, and is subject to applicable federal regulations
and USAID rules and regulations.
World Neighbors is looking for competitive proposals in accordance
with the attached instructions. Any contract issued as a result of this
advertisement will be subject to all instructions, terms and conditions and
specifications included in this advertisement.

II. BACKGROUND
The program Adapting to Climate
Change in Eastern Indonesia is a cooperative development program funded by USAID
and implemented by World Neighbors (WN). In the execution of this program in Nusa
Tenggara, WN developed partnerships with 9 local organizations (5 NGOs and 4
Community Forums). The program partnership has been active for 33 months (or 2
years and 9 months) from the total 3 year program period (October 2010 to
September 2013). Various activities have been carried out starting from the developing
of a program plan and budget together with local partners, staff recruitment,
disaster risk assessments, capacity building for implementing agencies and local
government officials (district level), organizational/group development and
strengthening the capacity of the community, development of multi-stakeholder
forums at the district level, studies on rain fall and planting patterns,
various technical activities with communities (food crop and cash crop
cultivation, introduction of appropriate technology such as energy-saving stoves
and biogas, vegetable farming, cattle breeding using a cattle shed, savings and
credit groups, conservation of water springs and critical areas, multi-stakeholder
workshops).
In terms of quantitative data, the results of the program activities show
that the achievements have gone beyond the target for most outputs. Both
quantitative and qualitative achievements and results including the changes that
occurred at the community level have been submitted to USAID through monthly
and quarterly progress reports, success stories from the field (both
beneficiaries and implementers), direct presentations made at the USAID Office
and at other specific events with USAID, and a mid-term evaluation report.
The program Adapting to Climate
Change in Eastern Indonesia has been conducted in 2 provinces (NTB and
NTT), in 6 districts (Central Lombok, Dompu, Bima, East Sumba, Nagekeo and
TTU), in 22 sub-districts and in 78 villages. From the total of 78 target
villages, only 46 have been facilitated to conduct disaster risk assessments. The
detail information can be seen in Appendix 1.
The Program
has 2 (two) objectives:
1. To build on the work already accomplished in Nusa Tenggara in the sectors of soil and water conservation, agroforestry, appropriate agricultural technology and watershed management in order to counter the impact of climate change.
2. To use multi-stakeholder forums, whose formation World Neighbors has facilitated and supported, to focus on preparation of comprehensive disaster management plans to reduce natural resource vulnerability.
These objectives were stated in the program logical framework which was part
of the program plan that became the main reference tool in program
implementation and for the quarterly reports.
As the program has been running for around 33 months, it is considered
that a final evaluation is necessary to fully assess the program’s performance
and achievements. The evaluation will not only refer to the program log frame,
but also look at the outputs and outcomes in a more comprehensive way through
multiple perspectives of development, empowerment, benefit and impact, and its potential
for scaling-up as well as its sustainability in the future. Thus, the end
program evaluation needs to be carried out by an independent evaluator who will
be objective and have expertise in issues related to climate change and
disaster management at the rural community level and working with development
stakeholders at the district level.
III. INSTRUCTIONS
Definitions
Offeror: The
individual(s) providing proposals for
the services requested under this advertisement.
Evaluator:The successful Offeror who will be temporarily
hired to carry out the Adapting to
Climate Change in Eastern Indonesia End of Program Evaluation in Nusa
Tenggara. Time limit, roles and responsibilities, rights and obligations will
be agreed in the employment contract.
Summary of Work Expected
1. To conduct a comprehensive evaluation of the program
implementation process; program achievements (output and outcome); and benefit
and impact of the program for community and stakeholders (implementing agency,
local government institutions and other parties);
2. To analyze the strengths and weaknesses of the program
in all aspects related to the program scope.
3. Based on the evaluation findings, make recommendations
for innovative ideas for scaling-up the program to include other geographical areas
and stakeholders, and for program sustainability after the program period ends. Findings and recommendations must
be clearly separated based on A) community and B) stakeholders (government,
partners, etc.).
4. To submit a Final Program Evaluation Report in 2 (two) languages:
English and Bahasa Indonesia.
Proposal Format
The selection of the evaluator will be conducted through an open bidding
process. The proposal should not be of excessive length
and must contain the following information:
1. An application cover letter.
2. CV of the evaluators (2 people)
3. A brief yet comprehensive evaluation plan (not more than
5 pages) in 2 (two) languages: Bahasa Indonesia and English). This must include
all of the following points: evaluation goals and objectives, identification of
the client (who will use the evaluation), focus of the evaluation, the method
of the evaluation (data collection) and analyses, resources (time, evaluator
expertise, funds), the evaluation standard and the code of conduct used by the
evaluator.
4. A budget plan consisting of the expected honorarium of
the evaluators and other expenses(air and ground travel,
hotel, consumption, supplies)for the evaluator team (2 people). The budget for the
travel/transport, accommodation, consumption, supplies for the evaluation will
be developed by WN.
5. Past Performance References covering all similar work
performed over the last 2 years, complete with the overall budget of the
contract, contact persons, telephone numbers and email addresses.
6. Optional: A set of relevant attachments to the proposal
that further document or explain the Offeror’s approach and qualification
(e.g., institutional brochure, letters of reference, publications list, audit
report statements, etc.)
As stated on the Cover Page, the proposal must be received by WN by 26July 2013 at the
latest. Any proposals received after the deadline
will not be opened.
Selection Criteria
Proposals that fail to meet the requirements of this ToR will receive no
further consideration. The evaluation
will be based on the following:
1. Technical expertise and capability
2. Responsiveness to the ToR
3. Cost proposal
4. Ability to meet the expected deliverables
5. Past Performance references
6. Corporate/business status
Qualification of Offeror
The Offerors are expected to have the
following qualifications:
1. Adequate experience in conducting
evaluations of community development programs especially with a focus on
climate change adaptation and disaster risk reduction for rural communities.
2. Capacity to perform evaluations in a participatory
manner; can work well in a team and can strengthen the capacity of the program
implementation staff in evaluation methods.
3. Understand the context and substance of
climate change and its impact on community livelihoods which are very dependent
on upland (dry, rain-fed) agriculture systems.
4. Ability to develop an effective and
efficient evaluation plan in terms of its budget, which is based on valid data
and can be accounted for.
5. Expertise and experience in developing rural
livelihood, natural resources management, climate change adaptation and
disaster risk reduction development programs.
Offer Validity
The Offeror‘s proposal must remain valid for not less than 60 calendar
days after the deadline specified above. Proposals must be signed by an
official authorized to bind the Offeror to its provisions.
Modification and Alterations
WN reserves the right, in its sole discretion, to modify this ToR, to
alter the selection process in any way, to ask for additional information from
Offerors, or to modify or amend the scope of the proposals submitted. Each
Offeror acknowledges and agrees that the preparation of all materials for
submission to Pact South Sudan Inc. and all presentations made by the Offeror
are at the Offeror’s sole cost and expense, and WN, shall not under any
circumstances, be responsible for any cost or expense incurred by an Offeror.
All documentation and /or materials submitted with a proposal shall become and
remain the property of WN.
The Responsibility of the Evaluator
The evaluation will be carried out by a team of 2 independent
evaluators. The two evaluators may or may not work in the same area depending
on the needs. During the evaluation process, the independent evaluators will be
assisted by the staff of the implementing agencies (WN and its local partners).
The main role and responsibility of the evaluators is to facilitated the
evaluation process, starting from developing a draft of the evaluation
methodology, reviewing documents, facilitating discussions and analysis, synthetizing
the evaluation results and developing a final report of the program evaluation.
During the process, the evaluators are expected to maintain close communication
and coordination with World Neighbors (contact person).
IV. STATEMENT OF WORK
Evaluation Approach
The final program evaluation will consist of the following activities:
1. Conduct a comprehensive and in-depth program
evaluation focusing on:
· To what
extent has the program achieved the expected or desired objectives? Which
objective(s) have been completed successfully?
· Are there
any unexpected output/outcomes that resulted from the program implementation?
· What
are beneficiaries’ perceptions about the program in terms of bringing
meaningful change in their lives? What has been the tangible benefit of the
program’s activities?
· What
are the actual mechanisms which achieve program’s results and benefits, changes
of attitude at the community level and program sustainability?
· Is the
program implementation effective and efficient in its process of achieving its
objectives?
· Recommendations
to ensure optimal program impact.
2. Conduct a benefit and impact analysis: what
kind of benefits are received by the community? What are the program benefit
priorities of the community and other stakeholders (implementing agencies,
local government officials)? To what extent are the program interventions consistent
and in-line with the community needs? What are the impact of the program’s
success?
3. Conduct a sustainability analysis: to what
extent do the benefits (technology, social, environment, economy, etc. have the
potential to be sustainable of the benefit). Are the roles of the volunteers
and community groups sustainable after the program ends?
4. Analyze the strengths and weaknesses;
valuable lessons learned gained, and important recommendations on scaling up
the program to other geographic areas and/or to include other stakeholders.
5. What opportunities exist for synergizing
issues on climate change adaptation – disaster risk reduction and livelihoods
(poverty reduction)? What opportunities exist for aligning the program’s
success with local government policies?
The evaluation will apply a participatory approach in which there will
be group discussions/focus group discussion with the staff of the implementing
agencies and community groups; field observations and interviews with relevant
local government officials at the village and district level.
Evaluation Report
The final version of the Program Evaluation should be finished by the
Evaluator Team within 2 weeks (max) after the evaluation activities in the field have been completed. The
form of the evaluation report will be agreed upon between WN and the Evaluator
Team in which the format and presentation of the data and information will be
tailored to the reporting requirements of WN and its donor (USAID)
Evaluation Deliverables
The outputs
to be completed are as follows:
1. Before submission of the draft report, a
PowerPoint Presentation will be made to WN staff in Bali.
2. Final Evaluation Report. The report shall meet the following
specifications:
- The
report will initially be submitted to WN’s staff, who will then give feedback for the Evaluatorto incorporate and
finalize. The Evaluator will then submit the final version.
- Two
reports will be submitted, one in English and one in Bahasa.
- The
report should not exceed a maximum of 60 pages
excluding annexes.
- The
report must be completed with a comprehensive analysis in accordance with the
scope of evaluation stated above, brief success stories from the field and photographs
of activities taken in the field.
- At
minimum, the Annexes should include this ToR, data collection tools, cases
studies, key evaluation questions or hypotheses, and data presentation and
analysis.
3. Recommendations and important
lessons-learned which can be used to scale-up the program’s interventions,
disseminate the successes to a wider audience, and increase the sustainability
of the results.
Evaluation Period & Fieldwork
The final
evaluation will be carried out from 12 August
to31 August 2013in the field. The time allocated for the evaluation is
around 20-25 days covering the
entire evaluation process including the submission of the final report. The
location of the evaluation will cover 2 provinces: NTB, consisting of North Batukliang in Central Lombok District;
Dompu District and Bima District in Tambora and NTT, consisting of East Sumba,
TTU and Nagekeo. The actual number of effective working days will be discussed with
WN staff in order to develop a schedule that is suitable with the actual field
conditions. The schedule will be agreed upon by all parties.
The field
visit for community discussions will be carried out in 1-2 selected villages
representing which give a good representation of all the program participants
and beneficiaries in each area. The information on the target villages can be
found in Appendix 1. The
selection of these sample villages will focus on villages which have completed disaster
risk assessments, formed community groups and implemented action plans on climate
change adaptation and disaster mitigation. The selection of the sample villages
will be determined jointly by WN and the evaluator team.
V. BUDGET
The final evaluation is funded mainly by the
United States Government through the Development Grants Program (DGP) USAID (United State of Agency for International
Development) under the Cooperative AgreementNo. AID-497-A-10-00005. The
evaluation is also co-funded by WN, with contributions also by WN local
partners (sub grantees) and the beneficiary
community.
