We are currently seeking to recruit a part-time Gender
Equality Expert/Consultantfor a CIDA-funded anti-corruption project to Support
Indonesia’s Islands of Integrity Program for Sulawesi (SIPS). The project
currently assists local governments in Southand
NorthSulawesi in implementing transparent government
administration practices in three areas: a) the establishment and improvement
of one stop services (PTSP) for licenses and other government services, b)
support PAS(Disdukcapil)for identity
cards and other personal information services, and c) fair and efficient
procurement (Pengadaan Barang dan Jasa/PBJ) systems
and processes. The successful candidate will play a pivotal role in helping
to mainstream gender equality and address gender issues inNorth
and South Sulawesi.
Responsibilities of the Gender Equality Expert/Consultant
The primary duty of the Gender
Equality Expertwill be to provide on-the-ground project support,
analysis, monitoring and reporting to theProject Director. Specific responsibilities of the Gender
Equality Expertwill include:
· Reviewing
and advancingthe SIPS Gender Equality Strategy in accordance with
Government of Indonesia and CIDA policy/standards to ensure the achievement of
SIPS gender equality results;
· Working closely with national government provincial and
district/city, partners and related CSOs to develop ownership over gender
equality as an integral element of SIPS;
· Collaborating closely with the SIPS technical team staff,
specialists and counterparts to identify key entry points for addressing gender
equality such as the sector-specificaction plans;
· Providing support to the SIPS technical team to ensure
the effective implementation of the SIPS Gender Equality Strategy, including
building the capacity of the team and government partners (as required);
· Monitoring progress in mainstreaming gender equality
through field visits and participating in work planning and progress review
meetings to ensure gender equality is mainstreamed in Annual Work Plans and
that gender equality results are captured;
· Putting systems in place for collecting and disseminating
timely, accurate, detailed, reliable and up-to-date gender information to
support mainstreaming in the implementation of project activities;
· Documenting gender equality/mainstreaming lessons learned
and good practices in corruption prevention. This responsibility will include
both collecting relevant materials from Indonesia and other countries as models
for SIPS and disseminating SIPS lessons and good practices in order to improve
visibility and coverage of SIPS gender equality work.
Qualifications:
· Minimum of undergraduate degree inrelevant subject (e.g. social sciences, women’s/gender studies) is required;
· A graduate degree in relevant subject would be an asset; and
· Indonesian citizenship.
Experience:
· At least five years’ experience in
integrating gender equality into the implementation, monitoring and evaluation
of governance projects, at the provincial, kota or kabupatenlevels;
· Practical experience in addressing corruption
prevention at the provincial, district or municipal level, including
demonstrated integration of gender equality dimensions;
· At least three years’ experience building the
capacity of project teams, government counterparts, and/or Civil Society
Organizations, in gender responsive governance, including experience building
capacity in gender sensitive corruption prevention;
· Practical experience in mainstreaming gender
in CIDA-funded projects and knowledge of CIDA’sRBM strategy wouldbe assets
Knowledge:
· Knowledge of the Government of Indonesia
(GOI) policy/legislative framework for gender equality, including international
and national policy commitments and regulations governing mainstreaming of
gender equality in the context of regional autonomy;
· Familiarity with GOI policy and approaches
related to corruption prevention and demonstrated understanding of the
interface between corruption prevention and gender equality;
· Familiarity with decentralized governance in
Indonesia, including transparency and accountability mechanisms
Skills:
· Strong Indonesian language communication and
presentation skills, including knowledge of PowerPoint;
· Ability to communicate effectively in spoken
and written Englishis
essential;
· Ability to work well with people, both
government and civil society, from different backgrounds and levels of
reponsibility, in
promoting gender mainstreaming.
