Background
Indonesia is one of the world's largest emitters of CO2, largely
from "agriculture, forestry and other land use." Over the past
five years, Indonesia's annual rate of deforestation has been one of
the largest contributors to Indonesia's current and expected future
emissions under the business-as-usual scenario. They also represent the
largest opportunities to abate emissions.
On May 26, 2010 the governments of Indonesia and the Kingdom of Norway
signed a Letter of Intent (LoI) to establish a Partnership for REDD+ to
tackle greenhouse gas emissions from deforestation and forest and peat
land degradation. As part of the partnership, Norway will provide up to
USD 1 billion to Indonesia's REDD+ efforts. Management of the
partnership was entrusted to a National REDD+ Task Force, which was
established by Presidential Decree No.19 in September 2010 and further
reconstituted by Presidential Decree No.15 in September 2011.
Following the establishment of the National REDD+ Task Force, the
Government of Indonesia requested the UN Secretary General to consider
establishing appropriate institutional structures in Indonesia to
support the National REDD+ Task Force and other allied actors, both
government and civil society . In view of the enormity and complexity of
the task, the Secretary General responded positively to the request and
following high level inter-agency negotiations coordinated by the Chair
of the UN Development Group, an MoU was signed between the United
Nations System and the Government of Indonesia in September 2011 to
establish the UN Office for REDD+ Coordination in Indonesia (UNORCID)
with a comprehensive mandate to support the Government of Indonesia and
numerous stakeholders in implementing Indonesia's REDD+ and related
priorities. Following the signing of the MoU between the UN System and
Indonesia, UNDP, UNEP, UNESCO, ILO, UNOPS, UNODC and FAO have joined as
additional parties to the MoU. At this time, UN Women, UNIDO and several
other UN Agencies are also actively considering their joining the MoU.
UNORCID has a finite life-span that, unless renewed by mutual agreement
between the parties to the MoU, expires in September 2015. Based in the
UNORCID Head Office in Jakarta, the National Coordination Officer will
work directly under the supervision of the Director and in close
collaboration with other heads of sections, other members of UNORCID
team, UN Agencies undertaking REDD+ activities, government entities and
relevant civil society stakeholders both in the public and the private
sectors to advance the REDD+ agenda throughcoordination support.

Duties and Responsibilities
Summary of Key Functions and Responsibilities:

Under the guidance of the Director of UNORCID, heads of sections, and
supported by other members of UNORCID team, the National Coordination
Officer (NCO) is responsible for facilitating UNORCID's coordination
activities involving all partners (including the about to be established
REDD+ Agency and other related structures), relevant ministries, donors,
CSO/NGOs, private sectors, and other relevant partners and stakeholders
working in REDD+, green economy, and sustainable development in
Indonesia in general. The NCO will will ensure that coordination
activities are undertaken properly to achieve the intended results, in
line with UNORCID mandates. The NCO is expected to show high
self-motivation, initiative, and tactful actions to achieve the results.
Key Responsibilities:
1. Ensure effective coordination support to UNORCID partners
and stakeholders in achieving the REDD+ and green economy agendas in
Indonesia.

· Liase and work together with national ministries and agencies,
donors, UN Agencies, NGOs/CSOs, and other relevant national
partners/stakeholders to ensure coordinated REDD+ and green economy
efforts in Indonesia. Analyse political, social, and economic situation
in the country and brief the Director, heads of sections, and other
members of UNORCID team on these matters.

· Attend and organize meetings, conferences, etc involving
relevant stakeholders in consultations with the Director of UNORCID and
heads of sections. Prepare relevant documents for the
meetings/conferences and also prepare/share the minutes of these
meetings.

· Providing required supports to national ministries and
agencies, donors, UN Agencies, NGOs/CSOs, and other relevant national
partners/stakeholders in ensuring a coordinated effort towards timely
delivery of REDD+ and green economy priorities in Indonesia.

2. Facilitate knowledge building and knowledge sharing as required
by the UNORCID, focusing on the following results:

· Identification and synthesis of best practices and lessons
learned directly linked to coordination activities.

· Actively shares information on latest REDD+ developments with
relevant government partners and agencies, NGOs/CSOs, donors, and other
relevant stakeholders both at national and provincial level.

· Provision of supports in preparation of communication
materials, such as brochures, newsletter, press release, and other
publications.

· Maintain the database of relevant partners from all sectors
(national and sub-national governments, NGOs/CSOs, donors, UN Agencies,
and other relevant stakeholders).

· Briefs partners and stakeholders on specific possibilities
for them and their organizations, institutions and constituencies within
REDD+ and the broader framework of guiding the transition towards a
green economy in Indonesia

· Coordinate with with partners and stakeholders in order to
provide active support in REDD+ participation, including but not limited
to clarifying legal, organizational and procedural questions and
assisting in proposal development.

3. Facilitation of reporting, monitoring, and evaluation of
UNORCID activities.

• Assist the UNORCID HO in the preparation of periodic progress
reports (quarterly and annual/financial and substantive) related to
activities at national level.

• Provision of supports to the monitoring and evaluation of
UNORCID PPO activities. Conduct the monitoring and evaluation visits to
the PPO on regular basis, if necessary.

• Provision of supports to the implementation of UNORCID
operational strategies with full compliance of administrative activities
with UNORCID rules, regulations, policies and strategies.

• Provision of information and supports for the budgeting and
audit purposes.

Required Skills and ExperienceEducation:
Minimum Bachelor Degree from reputable university with the background in

Experience:
• Minimum 7 years of relevant experience for Bachelor Degree or
minimum 3 years of experience for Master Degree in the field of
coordination, partnership, capacity building, and/or communication and
other relevant fields.
• Experience in the usage of computers and office software
packages (MS Word, Excel, etc.).
• Experience in handling of web-based management systems.
• Familiarity with UN rules and regulations is a plus

Language Requirements:
• Fluency in English and Bahasa Indonesia, written and spoken.
