Duties and Responsibilities

III. DESCRIPTION OF RESPONSIBILITIES
1. Ensures implementation of  project strategies focusing on
achievement of the following results:
•  Monitoring project trends, including delivery of projects outputs against
usage of project resources.
•  Thorough analysis on contribution of project
outputs toward achievement of outcome level results within the context of the
political, social and economic situation in the country.
•  Regular updates
of project management module on atlas and preparation of substantive inputs to
regular reporting for CPAP, ROAR, UNDAF and other documents
•  Support to the
mapping process of active development partners, donors and private sector actors
in the field of disaster management in Indonesia, conduct gap analysis, identify
opportunities;
•  Participate in various policy and partnership fora, as
well as relevant international conferences and meetings on disaster management
area  to keep abreast of the sector and facilitate programme development;

Provide support to the Project Manager in identifying new recovery
programme/project ideas through consultation with the Government, other donors,
UN agencies and NGOs.
2. Participates in effective management of the CO projects within the
cluster assigned  focusing on quality control from formulation to implementation
of the projects, achieving the  following results:
•  In coordination with Project Manager, provide substantive input and
support to the initiation/ design  some parts of CO projects within the area of
responsibility, translating UNDP’s priorities into local interventions.

Initiation of a project, presentation of the project to PAC, finalization of
contribution agreement; determination of required revisions; coordination of the
mandatory and budget re-phasing exercises, closure of projects through review.
•  In collaboration with project teams, ensures regular project board
sessions are conducted to review progress against deliverables.
•  Conduct
regular project assurance monitoring (IPAR), identification of operational and
financial problems, development of solutions.
•  Preparation of inputs for
project reporting, including donor reporting.
3. Maintain partnerships for project implementation with implementing
partners focusing on achievement of the following results:
•  Regular assessment on the implementing partner’s capacity and ensure that
capacity development strategy is embedded within the framework of the project
implementation
•  Establish and maintain clear link of communication between
Project Management Units in the implementing partner and the country office for
provision effective support and assurance
•  Support and facilitate wider
partnership with project stakeholders to encourage coordination and synergies
between various actors and  thus ensure more impactful results
•  Promote
stakeholder awareness on project activities and results to support partnership
and resource mobilization for future project implementation, replication and
up-scaling.
4. Provides top quality support services to the nationally
implemented projects focusing on achievement of the following
results:
•  In collaboration with the project management units,
facilitate the development of annual workplan, including detail plans for
procurement, recruitments and other country office support services.

Support project management units in identifying the appropriate modalities for
acquiring inputs for project activities (e.g. recruitment & procurement
modalities)
•  Organize and facilitate training for projects staff as
necessary on UNDP operational issues.
5. Facilitation of knowledge building and management, producing and
disseminating lesson learnt from designated projects and support to the
promotion of cross-project, cross-unit knowledge fertilization focusing on the
following results :
•  Identify entry points for knowledge generations and knowledge sharing from
project experience; and when appropriate, ensure contributions to knowledge
networks and communities of practice.
•  Identification of sources of
information related to policy-driven issues. Identification and synthesis of
best practices and lessons learned directly linked to project and programme
country policy goals
•  Provision of support to the  information sharing
event and dialogue within the donor community by initiating and/or participating
in consultative meetings that will address the issues and needs in collaboration
with key partners.
•  Maintenance of established advocacy networks which are
linked to international networks and proposed for expansion of network to the
Project Manager, thus relevant, high-impact advocacy campaigns are implemented
with key partners.
•  Support to project staff in identification,
documentation, drafting of best practices and lessons learned
•  Support to
the establishment of showcase to external stakeholders on progress made and
impacts delivered
•  Organization of training for the operations/ projects
staff on various issues.
•  Professional growth through active learning.

Required Skills and Experience

VI. Recruitment Qualifications
Education:
University degree in a relevant discipline such as social science, public
administration, urban and rural development, etc. Both education backgrounds are
subject to minimum years of experience mentioned below.
Experience:
•  Minimum  6 years of relevant experience for candidate with Bachelor
Degree  or 2 years relevant experience for candidate with Master Degree  in
providing management advisory services, hands-on experience in design,
monitoring and evaluation of development projects and establishing
inter-relationships among international organization and national
governments.
Language Requirements:
•  Fluency in  written and  spoken English is an absolute necessity

Fluency  in written and spoken Bahasa Indonesia is required
Other Selection Criteria:
•  Demonstrated strong familiarity with UNDP development projects in
Indonesia.
•  Solid experience monitoring and producing  high quality report
•  Strong knowledge and experience in project management support are
essential as as well as ability to draft high quality report supported with
graphic and statistical summaries.
•  Experience in monitoring, evaluation
and reporting with a background and interest in the analysis of socio-economic
issues and related policy matters.
•  Knowledge on various donor’s reporting
requirements
•  Excellent analytical skill and advance computer skills
required, knowledge of spreadsheet and database packages
•  Good
inter-personal and team building skills.
•  Full time availability for
project management support duties is essential.
•  Familiar with Government
and UN/UNDP procedures would be desirable
•  Experience in handling of web
based management systems would be highly desirable.
