Project Manager - RBN, Reform the Reformers - C
AusAID has provided additional fund of AUD5.7m and a 27 months extension
to June 2015 to the Bureaucratic Reform Inspire Project to provide
continued technical support and assistance, capacity building and
operational support to key ongoing initiatives for better sustainability
and impact of the program. The program will also expand its scope and
support to new actors, areas and geographical coverage. The program is
also called as Reform of the Reformers  -Continuation (RtR-C). This
includes four components:


(1) Strengthening the internal capacity of the Ministry of
Administrative and Bureaucratic reform (KEMENPAN RB) through internal
bureaucratic reform program [ RBI component];
(2) Strengthening the internal capacity of the Ministry of
Administrative and Bureaucratic reform (KEMENPAN RB) to lead the
bureaucratic reform process at national and local government to widen
the bureaucratic reform coverage, coordinated by UPRBN (Unit Pengelola
Reformasi Birokrasi Nasional) [RBN component] ;
(3) Strengthening the capacity of civil society organisations
(universities, media, NGOs and the parliament) to advocate, oversee,
lobby and support the implementation of bureaucratic reform plans and
agendas, increasing the awareness of the public to support the
bureaucratic reform agenda [ CSO component]; and
(4) Establishing a hub of bureaucratic reform that acts as the
digesting mechanism for existing AusAID support to bureaucratic reform
programs in Indonesia [BR Hub component].
With regards to that, Kemitraan will recruit an individual as a Project
Manager – National Bureaucratic Reform (RBN) who will be responsible
for leading and managing the delivery/ implementation of the project and
ensure the achievement of the RBN component’s outcome: UPRBN becomes an
effective clearing house for BR initiatives. The Project Manager will
utilize the relevant information and data in providing strategic
direction and leadership of the project, including information and
inputs resulted from other components of the program, Team Leader and
other stakeholders. The Project Manager – RBN will also need to
coordinate and closely liaise with
•    Project Manager – Internal Bureaucratic Reform [RBI component],
•    Project Manager  - CSO Engagement [CSO component]
•    Project Manager – BR Hub [BR Hub component].
The Project Manager – RBN will work under the guidance and direct supervision of the Team Leader.

Summary of key functions :

•    Provide leadership and direction to the RBN component of RtR-C program, including:
1.    Delivery of the RtR-C RBN component activities, including quality
of delivery, outputs and achievements to the intermediate outcomes ,
2.    Direction of the RtR-C RBN,
3.    Review and modify project strategies and ensure coherence with bureaucratic reform’s overall strategy,
4.    Ensure effective working relationship with UPRBN Working Team, Kemenpan, AusAID and other main stakeholders
5.    Develop intervention strategies, including the development of key
activities, selection of implementing partners, and technical adviser
6.    Quality of human capital management of the project, including the
RBN component’s staff management, consultants and implementing vendors
7.    Take the lead in fostering good relationship with GoI
counterparts, other stakeholders, AusAID and other development partners
in bureaucratic reform
8.    Quality of risk management, reporting, and adherence to AusAID
policies and strategies, i.e. in bureaucratic reform strategy,
anti-corruption, social inclusion and gender strategy, and commonwealth
procurement rules.


Recruitment Qualifications:  

Education :
 
Minimum Master’s Degree or equivalent, in Social Sciences, Economics, Political Sciences, or related field.

Experience :  
•    Substantial and diverse experience to all aspects of the role
described above, including at least 15 years’ experience in leadership
position in executive or project implementation.
•    Excellent representational and communication skills, and
demonstrated ability to influence project direction and outcomes through
building and leveraging working relationship with stakeholders at
national and sub national level
•    Strong analytical skills with proven ability to apply these skills
to the practical implementation of project in Indonesia, including
identification of risks, opportunities and ways to integrate other BR
activities across sectors.
•    Demonstrated ability to coach and mentor colleagues at all levels.
•    Ability to be self-managing, to travel regularly, and work closely with designated officials and other stakeholders.
