Research Coordinator, BR Hub, RtR-C
Organizational Context :

AusAID has provided funding of AUD 5.7m to Kemitraan through June 2015
to continue technical support and assistance, capacity building and
operational support for key initiatives related to Bureaucratic Reform.
The program, called Reform of the Reformers–the Continuation (RtR-C), focuses on triggering and supporting:

•    internal bureaucratic reform within the Ministry of Administrative and Bureaucratic reform (KEMENPAN RB)
•    the expansion of the bureaucratic reform process at the national
and local government level, especially under the coordination of
KEMENPAN RB and UPRBN (Unit Pengelola Reformasi Birokrasi Nasional)
•    oversight and advocacy from civil society organizations
(universities, media, NGOs) related to the bureaucratic initiatives.
A fourth component of the program is the establishment of a team that
will work to compile policy evidence and lessons learned related to
several key bureaucratic reform issues, with the aim that AusAID
management and high level officials in the Government of Indonesia will
use such information to further support and promote meaningful
bureaucratic reform.  This component is referred to as the “BR Hub.”
To support the compilation of policy evidence and lessons learned
related to various bureaucratic initiatives under the BR Hub component,
Kemitraan will recruit a Research Coordinator for the BR Hub.  The
Research Coordinator will be responsible for overseeing and coordinating
key research activities conducted or facilitated by the BR Hub, and
will work under the guidance and direct supervision of the BR Hub
Program Manager. The Research Coordinator will also need to coordinate
and closely liaise with:
•    The Advocacy Coordinator for the BR Hub,
•    Policy Analysts hired by the BR Hub,
•    The Program Managers of the other RtR-C components. :


Summary of key functions :

Primary Functions
The Research Coordinator will be directly responsible for the following:
•    Providing key inputs into the development of a comprehensive
approach to research and advocacy for each of the key bureaucratic
reform issues identified as areas of focus for the BR Hub
•    Identifying and liasing with potential strategic partners who are
well positioned to conduct high-quality research and/or evidence-based
policy advocacy for the issues identified as areas of focus for the BR
Hub.
•    Coordinating the development of detailed research proposals for the issues identified as areas of focus for the BR Hub.
•    Oversee and perform quality control on research activities facilitated by the BR Hub, including by:
•    Reviewing research methodologies, data collection instruments,
implementation plans, etc proposed by research partners or consultants
•    Observing and/or participating in data collection activities as needed
•    Reviewing and providing feedback on presentations and summaries of key findings
•    Coordinating the development of Policy Briefs (or other similar
outputs) for the Government of Indonesia based on research conducted
•    Coordinating the development of Policy Briefs (or other similar outputs) for AusAID based on research conducted
•    Acting as the main point-of-contact for subsequent inquiries related to research produced by the BR Hub. :


Recruitment Qualifications :

Education :  
•    Minimum Master’s Degree (or equivalent) in Social Science,
Economics, Political Science, Public Administration, or a related field.
Experience and Abilities :  
•    Minimum 10 years experience conducting social research, including at least 5 years in a managerial role.
•    Demonstrated ability to produce high-quality, actionable research outputs
•    Previous experience in designing complex social research,
including using a variety of qualitative and quantitative methodologies
•    Demonstrated ability to communicate effectively in writing
•    Strong analytical skills with proven ability to apply these skills
to the practical implementation of projects in Indonesia,
•    Demonstrated ability to collaborate with a range of partners, both at the individual and organizational level.
Language Requirements :  
•    Fluency in written and spoken Bahasa Indonesia.
•    High degree of proficiency in written and spoken English
Others : 
•    Demonstrated ability to manage parallel activities and work under a tight schedule.
