CARE International Indonesia in Kupang-East Nusa Tenggara(NTT) : TRAINER for EMPOWERMENT VILLAGE GOVERNMENT TRAINING (CONSULTANT)

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency
operations, transitional activities centered on agriculture and
nutrition and a range of development initiatives in such areas as water
and sanitation, health and micro-credit.

CARE International Indonesia  in Kupang (East Nusa Tenggara-NTT)  is currently recruiting the following position for its project:

JOB TITLE : TRAINER for EMPOWERMENT VILLAGE GOVERNMENT TRAINING (CONSULTANT)
DEPARTMENT/PROJECT : PROGRAM/SESAMA
REPORTS TO : COMMUNITY PLANNING and ADVOCACY SPECIALIST
  

BACKGROUND

CARE International Indonesia (CII) is implementing SESAMA (Sustainable Settlement with Economic Security of Unprooted People and Their Host Communities through Strengthened and Adequate Mediation Approach project in Kupang – East Nusa Tenggara Province.
               The overall objectives of this project is to support sustainable resettlements and livelihoods for those new citizen (ex-IDP’s) left behind in the recovery process through the group’s active participation in mainstream development planning and budgeting process. On the specific objective, the project is targeting 4,663 new citizens (IDP’s) and host community enhance sufficient access to land, shelter, community facilities, health and education services, livelihoods assets and skills and community decision making to form the basis for sustainable settlement and livelihoods.
               On the result 1 of this project is  4,663 of the new and old households achieved more equitable and secure access to land and co-management of local resources through strengthened democratic and participatory community development processes; which the activity result 1 are facilitate village government and community members to conduct participatory community development planning to develop RPJM Desa (Village Development Midterm Plan) and, village annual planning and budgeting for resource use and community development, with sensitivity to gender and equity issues and reference to minimum standards, and formalize results in Perdes (Village Regulation); and the indicator are 30% increase of community activities from the annual/midterm plans that address issues of the vulnerable groups (new citizens, women and children) reflected in the annual plans,  and 50% of functional Interest/thematic Groups represented In the village
council.  To achieve the result of this project, it is needed to delivery training to Village Government and representative from thematic groups that will helpful to increase village government capacity. Base on village governance capacity assessment produce several recommendations for strengthening village government which are:
1. Village Governance System.
2. Develop village Administration and information system.
3. Village Democracy and Involve Community Participation in development process.
4. Formation of initiation Badan Usaha Milik Desa (village-owned enterprises).


RESPONSIBILITIES AND TASKS
·       Prepare a training agenda.
·       Prepare training modules and Methodology.
·       Leading and Facilitate Implementation of training


QUALIFICATIONS

·          Bachelor / Master degree in discipline that related to governance.
·          Minimum of 3 years working as trainer/consultant especially in governance trainings.
·          Familiar with Indonesia ministry of home affairs especially in village regulation and standard.
·          Mastering the material on the system and village governance; villages administration and information systems development, village democracy and community participation in the construction of the development; Formation BUMDes (village-owned enterprises).
·          Good communication and interpersonal skills.
