RE-ADVERTISE: Vacancy Announcement: Institutional Development/Governance Advisor, Jakarta based

Tetra Tech ARD is currently accepting expressions of interest for the
Institutional Development/Governance Advisor, Jakarta based on our USAID
Indonesia Forestry and Climate Support Project (USAID IFACS).


USAID IFACS seeks to reduce the threats of deforestation and climate change,
and help the Government of Indonesia (GOI) conserve the country's tropical
forests, wildlife, and ecosystem processes (including carbon sequestration).

JOB SUMMARY:

Lead efforts to strengthen natural resource governance capacity, increase
multi-stakeholder coordination, and improve implementation of forest
management, climate change, and environmental law enforcement mandates.
Achieve this through direct performance of tasks and supervision of
designated staff, consultants, and partner organizations. S/he report to
the Deputy Chief of Party (DCOP).

MAIN RESPONSIBILITIES AND TASKS:

1. Conduct analyses required to inform spatial planning and land-use
decisions, including costs/benefits of alternate land use options, perverse
or un-intended consequences of policies and regulations, ecological
appropriateness for intended use, promotion of Forest Management Units
(FMUs), likely impacts of climate change, and identification of low carbon
options for development.

2. Facilitate government institutional coordination and policy making,
including technical assistance for budget planning, zonation,
multi-stakeholder participation, clarifying land and resource rights, and
inclusion of climate change adaptation and mitigation.

3. Train government officials, NGOs, private sector and community
members in relevant aspects of spatial planning, landscape approaches,
carbon finance, and climate change mitigation and adaptation.

4. Enhance investigative and forensic capabilities of law enforcement
through technical assistance, improved information access, strengthened
community engagement and wildlife crime units, forensic and investigative
training, and linkages to the ICITAP program conducted by the Department of
Justice.

5. Supervise all project activities within Component 1, Land and
Forest Resource Governance. This includes but is not limited to:

a. Prepare Component 1 work plan inputs at the national and landscape
level.

b. Submit regularly Component 1 updates in Weekly, Monthly, Quarterly
and Annual Reporting.

c. Contribute to regular Performance Monitoring Plan reporting.

d. Provide technical oversight and guidance to field-based Governance
Specialists.

e. Regular communicate with and inspire IFACS field partners,
especially in local government and Multi-Stakeholder Forums (MSFs)

6. Supervise all project activities within specific sites if requested
by DCOP.

QUALIFICATIONS (MINIMUM REQUIREMENTS):

. A graduate degree in public financing, regional development,
economics, political management, business administration, or similar fields.

. at least ten years of general institution strengthen and
partnership building expertise including a track record in effective
institution strengthening, public policy development, public participation
and partnership building with government at local and national levels.

. At least 3 years project and staff management experience,
preferably with a geographically dispersed project.

. Proven experience in undertaking activities aimed at increased
political support and access to financial resources for community and
environmental improvement.

. Demonstrated understanding of decentralized governance systems
including experience advising executive and legislative branches of local
government in budgeting, planning, management of services and/or policy
development, particularly with respect to forestry and climate change.

. Demonstrated project and staff management experience, including
project management (work plan development, PMP reporting) and human resource
management.

. Native fluency in spoken and written Indonesian.

. Professional competency in spoken and written English.

. Ability to engage in activities occurring in multiple field sites
with multiple stakeholders across Indonesia.

. Willingness to travel extensively to remote areas in Indonesia.
