The Belgian Red Cross-Indonesia Office is looking for a Local Consultant

FOR THE
CAPITALIZATION OF ICBRR PROGRAM
IN ACEH AND SOUTH
KALIMANTAN


The
Belgian Red Cross is looking for a Local Consultant

The Integrated
Community Based Risk Reduction (ICBRR) project has been implemented by
Indonesian Red Cross (PMI) in Aceh (2008-2010) following the devastating Indian
Ocean tsunami in 2004. After successful implementation of the project in Aceh,
by the invitation of the PMI National Headquarters, Belgian Red Cross has
extended its support towards PMI in the implementation of ICBRR project in the
province of South Kalimantan in 2011 for a period of three years.

In order to build the
resilience of the communities in the disasters prone area, PMI Aceh and South
Kalimantan together with the Belgian Red Cross had been working with the
communities (Ninety one villages in Aceh Selatan and Aceh Tengah districts of
Aceh and six villages in Banjar and Banjar Baru districts of South Kalimantan)
on disaster risk reduction and disaster preparedness measures. These projects
were funded by the Belgian Red Cross with the support from the Belgian
Government (DGD Program funding).

The objective of a
capitalization is to explain the acquired knowledge, to share it and to turn it
into something that can be (re-)used at a larger level.
Capitalization can
therefore be understood as a process that require to identify the knowledge
that have been developed, to analyse it in order to explain it, and then, to
model it in order to share it or to make it useful for others.

By the end of 2013,
BRC will have supported, through DGD Programme funding, PMI’s ICBRR activities
during 6 years: 3 years in Aceh and 3 years in South Kalimantan.

In that regard, BRC would like to capitalize some of the
most significant achievements of the past 6 years of project implementation.

The consultancy will
have two objectives:
1)     In order to be able to identify the knowledge that has
been developed throughout the project, conduct an analysis of the achievements
of the project (Part I)
2)     In order to be able to share the experience, conduct
an analysis of the knowledge acquired during the project (Part II)

The capitalisation
should take place around Sept/Oct.
The consultant should work 6-8 weeks
maximum.

This capitalization process should be carried out by a consultant with:
-        Academic background on humanitarian assistance, geography, disaster risk
reduction and/or capacity building.
-        Experience in project management.
-        Experience in project capitalization process/exercise.
-        Experience in community based DRR projects.
-        Knowledge of Indonesian Language is compulsory.
-        Knowledge of context, communities in Aceh and South Kalimantan
-        Knowledge of English is compulsory.
-     Will
be accepted offers coming from:
-        Individual (or team of individuals)
-        Legally registered company (such as a research center from a
University).

The final deadline to receive the
expression of interests is on 4th of September 2013 at the latest.
