USAID-IUWASH: Job Vacancy: BCC Specialist & Short Term Translator/Interpreter

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a
sixty-month program (2011 – 2016) funded by the United States Agency for
International Development (USAID) and implemented under the leadership of
DAI. IUWASH works with government, the private sector, NGOs, community
groups and other stakeholders to improve access to safe water supply and
sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to
assist the Government of Indonesia (GOI) in making significant progress in
achieving its safe water and sanitation Millennium Development Goal (MDG)
targets by expanding access to these services.

To achieve the above, assistance provided by the project is divided under
three main technical components, including:

  1. Mobilizing demand for WatSan service delivery;
  2. Improving and expanding capacity for WatSan service delivery; and
  3. Strengthening policy and the financial enabling environment for
improved water supply and sanitation service delivery.

IUWASH will apply different approaches and interventions with its local
partners, such as local Water utilities, local and national government
institutions, NGOs and communities to address water, sanitation and
hygiene.

To achieve these objectives IUWASH need high caliber incumbent to
fill the positions of :

1.      1. Behavior Change Communication (BCC) Specialist, based in
Makassar. (CODE: BCC-SSEI)

The BCC Specialist will primarily be engaged in the target cities of the
Region and will contribute mainly to the achievement of Component 1 targets
at respective region. S/he will be responsible for effective management and
implementation of behavior change activities aimed at mobilizing demand for
water supply and sanitation services in USAID IUWASH target cities in the
designated province.  His/her responsibilities will include, but not be
limited to, the following:

·         Provide technical and implementation guidance in the
implementation of project demand mobilization activities based on national
USAID IUWASH strategy among others (a) behavior change communications (BCC)
activities; (b) programs to improve community input and participation in
system planning and operations; (c) government and media advocacy; (d)
training of media, service providers, local government and civil society
organizations (CSOs); and (e) scaling up of successful pilots; etc.

·         Support the GOI in further developing the behavior change
communications programs as it may be applied to urban settings.
Importantly, it is expected that such program and activities will
necessarily involve a broad array of actors and institutions (i.e.
including those related to community outreach, education, engineering,
finance, etc.).

·         Lead partner mobilization implementation in accordance to
behavior change strategy at regional level  and lead capacity building
activities based on capacity building strategy and guideline related to
water and sanitation access at regional level.

·         Conduct other tasks as required by supervisor.

*Minimum Qualifications:*

  - A bachelor’s or master’s degree in a relevant field such as
  communications; public health, or environmental engineer;
  - At least five years of experience in behavior change program cycle;
  - At least 3 years experience in advocacy for media;
  - Familiar with water, sanitation and hygiene programs in Indonesia;
  - Posses experience working for/or with local governments;
  - Has experience in community/community organizing work;
  - Has experience in government advocacy;
  - Has experience and good understanding on capacity building programs;
  - Has experience in managing implementing partners from CSOs/NGOS/GOI;
  - Ability to understand, speak, and write basic English;
  - Flexibility to work on evenings and weekends on occasion, and to travel
  substantially within Indonesia.



2.      2. Short Term Translator / Interpreter based in Jakarta with
frequent travel to regional Office (CODE: STTA Translator-JKT)

The Translator / Interpreter is responsible for translating / interpreting
from Indonesian into English and vice versa in support of discussions and
other exchanges between technical advisors, project stakeholders, visitors
and project personnel during trainings, workshops, meetings and field
visits.

His/her responsibilities will include, but not be limited to, the following:

·         Assist in and facilitate discussions between technical advisors
or project visitors and project stakeholders (governmental partners,
implementing partners, community groups, etc.) through the provision of
clear and accurate translations / interpretation services;

·         Translate project-related documents as requested;

·         Assist in taking meeting minutes, as required;

·         Perform other related tasks and duties that are generally
consistent with the above.
