I.  Organizational Context
It has become clear in the work of various international agencies, non-governmental organizations, associations of municipal authorities, and among development aid organizations that there is a need for an assessment instrument to allow for an accurate and systematic evaluation of country’s democracy. In particular, there is a need for a method of evaluating the quality, efficiency, and meaningfulness of democratic institutions and practices by a variety of actors and analysts from within political systems and outside of them (such as the civil society, media, etc).  Ideally, the Democracy Index will allow stakeholders to carry out their own assessments of democracy and to give them a framework for comparing experiences and sharing lessons learned. We are interested in a close and careful evaluation of democracy: popular control by the people of public decisions and decision-makers and political equality that requires equal respect and equal worth for
all citizens. The purpose of  conducting the democracy assessment include the following:  to provide a practical resource tool to government officials,  administrators, partners (such as non-government organizations) , and civic leaders as they conduct self – evaluations of democratic life; to stimulate further thinking on the ways to define and describe the best ways to structure and practice democracy.
Political development planning, according to the role of Bappenas and the Mid-Term Development Plan (RPJM), is facilitated through an index as a tool to measure the performance of civil liberty, political rights democratic institutions in the regions. The Indonesian Democracy Index (IDI) Project develops an IDI that will serve as tools for government in assessing its policy and democratic development in Indonesia. To this end, the project will devise a set of methodology and criteria to create the Indonesian Democracy Index (IDI).
IDI is developed through a set of methodology that consists of both quantitative and qualitative approach.  A series method of data collection process is conducted by provincial BPS (Statistics Indonesia) based on 28 indicators came from 3 aspects: Civil Liberties, Political Rights, and Institution of Democracy. The IDI data is gathered by analyzing content of newspapers and policy document, focus-group discussion (FGD) and in-depth interviews as well.  Applying these findings and data to the methodology, the expert team developed the index and drafted a report.
The 2009 and 2010 IDI have successfully been produced and launched by the Government of Indonesia. The Expert Board is currently working to accomplish the 2011 IDI Report. Meanwhile, the data collection for 2012 IDI is conducted by the Central Statistics Agency (BPS) in 33 provinces. All the entire process of data collection has been supported by State Budget (APBN) coordinated by the Coordinator Ministry of Politics, Law and Security. On the other hand, the support of UNDP would be continued through provision of Expert Board for maintaining and ensuring the quality of data and report. The Government of Indonesia expects to launch both the 2011 and 2012 IDI Reports at the December 2013.
Indonesia Democracy Index (IDI) Project intends to achieve CPAP output 3.1.4: “participatory assessment tool to measure the level of democracy (national and provincial level) produced and utilized for social and political development planning processes.” In order to achieve this output, the PMU is designed to carried out 3 main activity results: 1) methodology and indicators of the IDI are revised and further developed in a participatory manner, 2) Government of Indonesia constructs annual IDI and prepares report for dissemination, 3) Provincial Working Groups (PWGs) and provincial government utilize IDI for evidence-based political development planning purposes.
Solid Monitoring and Reporting is one of key components of any successful project, and determines how the project can explain and showcase to external stakeholders progress made and impacts delivered. In this context, UNDP wishes to recruit M&R Associate who  would be responsible for tracking results and apply the monitoring framework as set up in the project document, in line with prevailing internal monitoring guidelines and ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner.
This position is located primarily in project under the overall guidance of National Project Manager (NPM) Indonesia Democracy Index (IDI).  The incumbent  M&R Associate will be responsible for tracking results and apply the monitoring framework as set up in the project document, in line with prevailing internal monitoring guidelines and ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner.





Duties and Responsibilities
1. Provide regular update and input in monitoring of project activities, to assess overall project implementation with respect to project objectives and outputs in accordance with the following indicators:
•  Regular monitoring activities in line with the monitoring and
reporting guideline for the purpose of data collection
•  Timely reporting on identified risk, issues and
challenges  which may affect the project implementation and achievements
of project’s objectives
•  Timely data collection  using certain questionnaires developed
by M&R Section
•  Accurate translation of questionnaires and other relevant documents
•  Timely collection and documentation  of updated data at the
national, provincial and district levels,  with a focus on UNDP XX
project supported regions and sectors, and enter all these into the
databases.
•  Consolidation of project component reports on monthly, quarterly and
yearly basis as required by the corporate guidelines
•  Provision of input for press releases and update data for project
webpages in consultation with communication team in CO
2. Ensure effective support  of the implementation of monitoring plan, focusing on achievement of the following results:
•  Provision of guidance to implementing partner and serves as focal
point for M&R in line with UNDP evaluation policies, procedures and
practices
•  Provision of administrative support  on the needs for monitoring
and reportng  based on the donor agreements
•  Provision of administrative support in the data collection for the
monitoring process as necessary and as requested by independent evaluators;
•  Effective coordination with the project team, project board and the
stakeholders to ensure smooth conduct of the monitoring
•  Effective support to the implementation of evaluation recommendations
3. Supports knowledge building and knowledge sharing focusing on achievement of the following results:
•  Effective support to project staff in identification, documentation,
synthesis of lessons learned and best practices in project for M&R
•  Participation in results-oriented monitoring and reporting training
efforts in the PMU
•  Proper documentation of research reports, studies and evaluations are
maintained. This includes the collection and documentation of relevant
reports from government research bodies, national and international agencies,
etc.
•  Effective contribution to the implementation of Knowledge Management
and Learning Strategy.

Required Skills and Experience
Recruitment Qualifications
Education:
Bachelor degree in International Relations, Political Science, Economics, Statistic
or other relevant fields of study would be desirable, but it is not a
requirement.
Experience:
Minimum 4 years of professional experience, preferably in the field of development for candidates with Bachelor Degree and 6 years for candidates with Diploma Degree
Language Requirements:
• Fluency in written and spoken English is an absolute necessity;
• Fluency in written and spoken Bahasa Indonesia is required.
Other Requirements:
• Demonstrated strong familiarity of UNDP projects in Indonesia.
• Knowledge of and experience in monitoring and producing report of IDI
project will be highly desirable.
• Strong knowledge and experience in project management support are essential
as well as ability to draft high quality report supported with graphic and statistical
summaries.
• Familiar with monitoring, evaluation and reporting tools and has an
interest in the analysis of socio-economic issues and related policy matters
would be desirable
• Good inter-personal and team building skills.
• Full time availability for project management support duties is essential.
• Familiar with Government and UN/UNDP procedures would be desirable
• Good computer skills required, knowledge of spreadsheet and database
packages
• Experience in handling of web based management systems would be highly
desirable.
