ICCO is the Interchurch Organisation for Development Cooperation in the Netherlands. ICCO provides financial support and advice to local organisations and networks throughout the world that are dedicated to eradicate poverty by improving access to basic services, stimulating sustainable economic development and advancing peace and democracy. In the region South-east Asia ICCO works in Indonesia, the Philippines, Papua New Guinea, Cambodia, Vietnam, Myanmar and Thailand, with its Regional Office in Denpasar, Indonesia.

ICCO South East Asia office is now looking for an experienced person who will work as

PROGRAMME OFFICER (PO) for

The Economic Development and Food Security programmes. We are looking for an Indonesian national.

Tasks and responsibilities of the Programme Officer (PO)
The main responsibility of the PO is the interaction with the partners and programme coalitions in accordance with ICCO policies and guidelines. The programme officer reports to the Regional Manager and works in a multidisciplinary, multi-ethnic team in direct cooperation with the Finance Officer. The PO is responsible for the development and realization of program objectives, by taking the lead in policy and strategic development for a specific program. He/she needs to formulate long term program objectives and gains support for the realization from all stakeholders (for instance local partners and program staff). Where needed, he/she adjusts the strategy and the (financial) program framework.

Specific tasks
• Identify and facilitate programmes and programme coalitions by applying the 4 ICCO strategic roles: strategic financing, advocacy, capacity building and brokerage.
• Facilitate the capacity building of relevant partner organizations concerning various aspects of value chain aspects and food security development.
• In coordination with the Indonesia team, facilitates the establishment and continuation of project partnerships in the following fields: food security, fair and economic development and social investing activities.
• Assess programme and project proposals, prepare funding and other decisions and control, evaluate and monitor ongoing contracts between ICCO and local partners. For the economical programmes: assist community enterprises how to become sustainable and viable
• Provide input to the financial planning, budgeting, performance, monitoring, capacity development and risk management of projects and programmes.
• Contribute to (external) fundraising and communication
• Contribute to learning and linking and coordinate research and knowledge
• Contribute to strategic policy development and to the development of the national and regional plans.

Profile of the Programme Officers
• Advanced knowledge of programme and project formulation, relevant experience of assessment and analyses of project/programme plans.
• Knowledge about food security and able to make the link to economic development. (from food production to connecting poor producers to value chains)
• Substantial professional experience, of which at least five years has been spent handling a portfolio of development programmes.
• Experience with multi-stakeholder processes and experience with institutional donors
• Good knowledge of economic, social and political situation in the region, familiarity with regional issues.
• Good knowledge of development issues, change processes and North-South cooperation.
• Excellent language skills in both English and Bahasa Indonesia
• Knowledge of PME systems of projects and programmes.
• Knowledge of financial aspects related to funding of programmes.
• Negotiation, networking, facilitation and communication skills.
• Prepared to travel frequently in the country.
• Ability and willingness to work with people of different backgrounds and to contribute constructively to working environment based on mutual respect and trust.
