Background

Indonesia is a middle income country with the highest growth rates in South East Asia. Its rapid economic development has led to a significant reduction of poverty; however, many children are still excluded from the overall progress. In response to this development, UNICEF has shifted its focus from service delivery to policy advocacy and technical assistance. Private Sector fundraising in the country plays an increasingly important role in funding the Country Programme, complementing the support from traditional bilateral donors and National Committees. The Private Sector Fundraising team in the Indonesia Country Office is part of a larger Communication, Resource Mobilization and Partnerships Cluster. In 2012, it raised US$6 million, generated mainly from an increasing number of individual pledge donors. The team also developed a number of successful corporate partnerships. An analysis of the Indonesian fundraising market revealed a significant growth potential. The optimal use of a mix of fundraising streams (pledge, corporate engagement, major donor fundraising) shall allow the country office to increase funds raised annually to more than US$20 million within a relatively short time-span of a few years.

Purpose of the Post

UNICEF Indonesia is seeking an experienced fundraising professional who can develop and drive an aggressive growth strategy as Head of Resource Mobilization and Partnerships .If you are a passionate and committed resource mobilisation professional wanting to make a lasting difference for children in Indonesia, the leading children's rights organization in Indonesia would like to hear from you. The purpose of the role is:


    To lead the development, management and evaluation of all private sector fundraising and partnerships, in order to maximise income growth from individual and corporate donors and to coordinate corporate social responsibility activities.


Major duties and responsibilities
Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results.
1.     Private sector income from individuals and corporate partners is optimized to support Country Programme objectives:
Lead the Resource Mobilization and Partnerships team to ensure opportunities within the key income streams of pledge, corporate and major donor fundraising are identified, implemented and maximised.

Duties & Tasks     

    Lead the further development of pledge (monthly giving) fundraising to maximise the number of regular donors and UNICEF’s gross income. Optimise current Face to Face (F2F) donor recruitment activities and develop new channels such as telemarketing and digital fundraising. Also oversee direct marketing campaigns where relevant.
    Oversee the maximisation of pledge donor value through effective donor management; including effective donor communications to ensure retention, optimised upgrade and reactivation programmes, efficient processes and effective database management.
    Introduce major donor fundraising to ensure a growing group of potential and committed major donors. Also support senior management in liaising with potential major donors.
    Manage the work of the corporate partnerships team to maximise the number and financial value of partnerships with the private sector.
    Develop and maintain an emergency preparedness plan to allow fundraising to commence within maximum of 6 hours.
    Coordinate with Communication Section to ensure effectiveness of messaging and the selection, design and development of materials that promote UNICEF’s work in Indonesia and beyond in a compelling way. Also, where possible, identify and develop avenues for publicity at no cost.
    Manage the Resource Mobilization and Partnerships team to ensure that the right resources are recruited to realize the opportunities.

·         Attend meetings, workshops and trainings relevant to fundraising as approved by supervisor, execute ad hoc assignments relative to market development as requested by supervisor.

2.     Private sector fundraising is driven by an agreed Fundraising and Resource Mobilization Plan:

Develop a 5 year strategic plan for growth and manage all activities of the resource mobilization team in line with agreed annual work plans to ensure income growth and maximum effectiveness of fund availability and utilization for programmes.

Duties & Tasks

    Oversee the development of the 5 year strategic plan for growth linked to the country programme cycle with annual review and lead the development of the annual workplan. Lead the annual review process.

·         Provide technical support to programme sections in the Country Office on fundraising planning and private sector collaborations.
·         Review, and commission when relevant, research into the market, donors and fundraising opportunities in Indonesia

3.     Private sector partners adopt child-friendly policy decisions:
Lead the further development of strategic partnerships with the private sector to promote the Child Rights and Business Principles as well as related policy reform and improved practices. Activities to be fully linked with corporate fundraising plans.

Duties & Tasks
·         Identify private sector partners that have potential to influence and shape child-friendly policies and practices within their own organization, other private sector entities or at government level.
·         Oversee implementation of an action plan and provide advocacy support to corporate partners to help them achieve objectives as outlined in the Child Rights and Business Principles.

4.     Resource mobilization activities are efficiently managed and properly evaluated to ensure efficiency and cost-effectiveness.

Manages the team and oversees all activities to ensure that results are delivered in an environment in which costs are maintained within acceptable parameters.

Duties & Tasks
·         Lead the development of the annual budget and latest estimates. Oversee the preparation in a timely manner of all required activity reports, investment funding applications and other documents as needed by the UNICEF Regional Office in Bangkok and the UNICEF PFP Headquarters.
·         Manage proper control of the allocated budget so that expenditures/income are in line with agreed work-plan and budget.
·         Ensure appropriate monitoring and reporting of fund raising activities, including preparation of best practice models.

Qualifications and Competencies

Education required


    Advanced university degree or first bachelor degree and relevant equivalent background in Business Administration, Marketing, management, Communications, Social Sciences, Public Administration, International Relations, Public Health, Education, or other related fields.


Experience and skills required


    Work Experience

Eight years of professional work experience at the national and international levels with progressively increasing responsibilities in Fundraising. Direct fundraising experience that needs to be documented is essential, particularly experience with individual donors. An understanding of corporate social responsibility is an asset.


    Language Proficiency

Fluency in English is essential; knowledge of Bahasa Indonesia is a strong asset. Knowledge of another UN working language desirable.
