Higher education finance advisor


Chemonics seeks a higher education finance advisor for the ongoing USAID Higher Education Leadership and Management (HELM) project in Indonesia. The Government of Indonesia has made important strides in higher education with burgeoning enrollment, increased education attainment, internationally competitive staff/student ratios, increased percentage of teaching staff with advanced degrees, and enhanced local research capacities. However, the demand for highly skilled human resources and new knowledge is accelerating, and Indonesian higher education institutions lack the quality needed to meet the demands of national development.


The five-year program aims to strengthen the capacity of higher education institutions to perform effectively in general administration and leadership, financial management, quality assurance, and collaboration with external stakeholders. These core management areas were selected after thorough consultation with the Directorate General for Higher Education (DIKTI) at the Ministry of National Education (MONE). These core areas are critical to enabling institutions to adopt and deliver quality teaching, research, and service. Absent such capacity strengthening, it is difficult to see how the targeted higher education institutions will sustain improvements in how well they prepare students for success in learning and work. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:


    Provide guidance to HELM technical specialists in the methodology, design, and implementation of program assessments; input into policy recommendations; and guidance for program activities
    Provide technical assistance to universities in effective planning and budgeting practice, allocation of resources, financial autonomy, and improved student financial assistance
    Monitor the effectiveness of financial policies to achieve reform objectives
    Provide support to HELM’s institutional partners to improve resource acquisition and development; promote revenue generation; review tuition, fees, and salary structures; and implement assessments of financial aid practices
    Promote more transparent accounting and financial reporting practices with the aim of increasing universities’ capacity and eligibility to receive and manage funding from donors and promote compliance with government accounting and performance evaluation needs


Qualifications:


    Advanced degree in one or more relevant fields as well as professional certifications in relevant  fields such as financial management, accounting, and financial management
    Minimum 10 years of experience in developing and implementing financial planning and  management approaches at higher education institutions, inclusive of but not limited to experience related to cost control, resource development, revenue generation, strategic planning, and financial aid
    Experience undertaking activities aimed at enabling higher education institutions to develop financial planning and management approaches supportive of the sustained delivery and continuous improvement of quality teaching, research and service, and the increased enrollment of students from lower and middle income quintiles
    Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed
    Working experience in developing countries; experience in Indonesia a plus
    Familiarity with cultures and higher education academic institutions of Indonesia and Southeast Asia is preferred
    Demonstrated leadership, versatility, and integrity
    Strong English writing and speaking skills required
