Vacancy at HELM Project: Higher Education Finance Specialist

Chemonics International, a global international development consulting firm (www.chemonics.com) seeks qualified Indonesian specialists for the USAID Higher Education Leadership and Management (HELM) project in Indonesia. HELM aims to improve the academic performance of Indonesia’s higher education sector through analytical support for strategic planning, policy analysis, and capacity development approaches for effective implementation of key reforms throughout Indonesia’s higher education sector. HIGHER EDUCATION FINANCE SPECIALIST

The Higher Education Finance Specialist position is responsible for leading the technical team in the core area of “financial management” which includes aspects of planning and budgeting; procurement and audits; in addition to a strong focus on student financial assistance.  This position is designed to provide technical assistance across the community of Higher Education stakeholders, and directly to the 50 institutional partners that collaborate with HELM. The Higher Education Finance Specialist will work with USAID, DIKTI, other GOI agencies, and the team of HELM advisors and subcontractors as well as project staff to support improved financial management and better student financial assistance programs as a core technical area upon which HELM capacity development focuses. This is not a supervisory position but the position involves intensive coordination among staff and resource people.

As teamwork is crucial to the success of the project, the Higher Education Finance Specialist will coordinate with other technical, cross-cutting, and operations staff, and may be asked to complete other project related tasks in support of the HELM program per direction from the Deputy Chief of Party (DCOP) and the Chief of Party (COP).

The Higher Education Finance Specialist will report directly to the Deputy Chief of Party. S/he will prepare regular progress reports that demonstrate the status of project research and activities, as well as other reports as required.



Eligibility Requirements for this Position

1.     Master degree in education finance or relevant field required. Doctorate preferred.

2.     Minimum 5 years of working experience in higher education finance or related field is required. USAID or other international donor experience preferred..

3.     Excellent computer skills required. Strong English preferred.

4.     Must be organized, detail oriented, self-motivated, and able to work well on teams.

5.     Must be interested in working with a multi-cultural, international team in a dynamic and fast-paced environment.
