Organizational Context    :   
Partnership for Governance Reform (Kemitraan) has signed MOU with PNPM Support Facility (PSF) to implement a program on poverty alleviation. This program is synergized with and complimentary to the regular PNPM Mandiri and other government poverty reduction programs.  The overall goal of the program is to support civil society organizations (CSOs) in 5 regions to implement a poverty reduction program through the empowerment of marginalized groups, who otherwise would not be reached by regular PNPM and other government poverty alleviation programs.

The scope of the program includes, among other things: access to productive assets, market and capital; increasing value added of products; access to basic services such as health, education and water; providing legal aid to and empowerment of women and children victims of trafficking; support to HIV/AIDS victims and families; building community resilience to adapt to climate change impacts; and resolving social conflict of refugee victims of conflict through economic solutions. Support and facilitation will be conducted directly through organizing inviduals and households into groupings based on needs and locations. Particular emphasis will be given to women headed households of each group.

To implement this program, Kemitraan will closely work with 10 local partners in 5 regions. These local partners have been identified as our potential partners and they also involved in the development of the proposal. Kemitraan will also work with 2 national partners, YSIK and Muhammadiyah. Both of them are direct recommended by the PSF. Muhammadiyah project title is “Street children assistance & parents empowerment and Governance of rural poor development” which covered Java and Sumatra area. While YSIK project title is “Multidimensional Empowerment for the Marginalized Poor” in Java, Sumatra and Bali

Summary of key functions    :   

        Advising Kemitraan in project preparation, implementation and evaluation
        Ensure gender perspective in the project design;
        Involvement  in training module preparation  and to facilitate  training/workshop
        Prepare, plan and provide substantive input to Project to ensure the accommodation of gender perspective;
        Provide technical assistances and gender mainstreaming principles for the target groups;
        Conduct monitoring of program activities, through field visits, to assess the accommodation of gender mainstreaming principles in the program implementation with respect to project objectives, outputs, indicators and, when necessary, suggest corrective measures to be undertaken and reported to the Action Implementation Team (AIT) in coordination with Monitoring and Evaluation Specialist.
        Conduct observations and situational analysis with focus on  gender mainstreaming principles, in relation to the project achievement
        Identify  concrete options and objectives for further support in this area
        Coordinating and working together with PNPM staff and other consultants
        The consultant will be fully responsible for  the process and result of the project.

Recruitment Qualifications    :   
Education:
Secondary Education (Master, preferebly PhD) in social development or social sciences.
Skills: 

        Skillful in accomplishing both programmatic quality assurance as well as procedural and administrative accountability;
        Has experiences and skills in facilitating the development of multi-stakeholders fora both at the national and local levels;
        Experience in mobilizing of supports and cooperation with multi-stakeholders such as government agencies, civil society organizations, social-political figures, and grassroots communities, as well as donors;
        Clear commitment to governance reform especially in the area of gender perspective;
        Good interpersonal skills, especially in dealing with personalities in the governments, local communities and other agencies;
        Having availability to carry out necessary travel assignment;
        Humble in character and patient in listening to stakeholders is a must;
        Fluency in English with excellent verbal and drafting skills;
        Well developed analytical and presentation skills;
        Having excellent skill in report writing and the use of ICT;
        Having experience in handling of web based management systems;
        Team player, able to work respectfully and cooperatively with colleagues of different nationalities and cultural background.
        More than 10 years of relevant experience at national level is a must

Experience:  
More than 10 years of relevant experience is required at the national level on the field of conducting research and or assesment alike. Experience in the usage of computers and office software packages, knowledge of spreadsheet.
