Vacancy : Program Officer for Electoral Surveys & Provincial Programs

International NGO seeks Program Officer.

The position is Jakarta based and full time

Fix Term Contract for 6 Months duration period.

Anticipated start immediately.

IFES promotes democratic stability by providing technical assistance and applying field-based research to the electoral cycle in countries around the world to enhance citizen participation and strengthen civil societies, governance and transparency. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries. Currently we are seeking Program Officer to help conducting National Survey for IFES Indonesia Program.



Scope of Work:

·         Design questionnaire which are beneficial to Client;

·         Analyze feedback provided from survey agency on initial questionnaire;

·         Coordinate & communicate extensively with survey agency on finalization and translation of questionnaire;

·         Compile regular reporting from survey agency on progress;

·         Provide guidance if needed (e.g. during pre-test/interviewer training);

·         Conduct spot check to the field if needed;

·         Make analysis of survey result submitted by survey company;

·         Tailor the type of analysis made to the needs of the client;

·         Lead during the dissemination of survey result to clients/public/media through presentation/release/etc;

·         Lead in the design of provincial election assistance program in 6 target provinces (Aceh, North Sumatera, Central Java, Maluku, Papua, & West Papua)’

·         Lead in the determination and selection of national partners (CSOs) implementing the provincial programs;

·         Conduct coordination and communication with national electoral partners in the implementation of the provincial programs;

·         Conduct coordination and communication with regional electoral partners in the planning, preparation, execution, and closing of the provincial programs;

·         Represent IFES during meetings and discussions with regional electoral partners on the provincial programs;

·         Prepare regular internal reports;

·         Conduct necessary monitoring & evaluating of program activities;

·         Assist with the translation of technical documents from Bahasa Indonesia to English (and vice versa) in standard electoral wording, as required;

·         Report regularly on project activities to the Deputy Chief of Party and the Chief of Party;

·         Undertake such as other duties as may be requested/directed from time to time;

·         Travel as required;



Requirements:

-          At least 3 years or comparable of experience of working in an International environment, ideally with significant experience in implementing democratic development projects and international program management;

-          Previous experience with managing national surveys;

-          Fluency in English and Bahasa Indonesia, both written and oral;

-          A high level of self-motivation and ability to work autonomously within a fast-paced environment;

-          Strong analytical skills;

-          Ability to take initiative and work within tight deadlines;

-          Basic computer skills (Microsoft Office Programs, Excel, Internet) required;

-          Excellent interpersonal and organizational skills and ability to make independent decisions; and

-          A degree in political science or related field;

-          Ability to extensively travel through provinces.
