As the managing contractor of KINERJA Project, a local governance program funded by USAID focusing on providing service delivery in the areas education, health and economic services, RTI International is currently looking for Health Specialist to be based in Jakarta, Indonesia, according to the scope of work below.
General Description of the Position:
The Health Specialist will serve as main Indonesian resource to ensure effective implementation of health service improvement approaches of the KINERJA project. Under supervision of the Public Service Delivery Advisor, the Health Specialist will identify and develop tools and methods for improving the management and governance of health services of local governments. He/she will develop approaches and innovations that are technically sound and appropriate for Indonesia. He/she will also ensure that project approach and policy is in line with and reflects GOI decentralization policy, particularly in minimum service standards in the health sector.
Duties and Responsibilities:
· Under supervision of the Public Service Delivery Advisor identify and develop tools and methods for improving the management and governance of basic health services of local governments with a focus on Mother and Neonatal Child Health.
· Develop approaches and innovations that are technically sound and appropriate for Indonesia, which draw heavily on tools already developed by the Ministry of Health and donor health related programs.
· Work with Provincial Coordinators, and District Service Delivery Specialists to sustainably improve health services in their particular localities, including identifying regional partners eligible for sub-grants to implement technical assistance.
· Oversee the implementation of grants by Indonesian service providers related to health support.
· Ensure that the project approaches and policies are in line with and reflect GOI decentralized health policy, particularly minimum service standards in health.
· Contribute to the development of systems that ensure solid documentation of program results in the area of health; and ensure strong coordination with government at all levels – MOHA and MOH at the national level, provincial and local levels.
This position reports to the Public Service Delivery Advisor.
Qualifications required:
· A bachelor's degree in a relevant field.
· A minimum of 10 years’ experience working with local governments related to health services and performance management.
· In-depth knowledge and understanding of the institutional/organizational and technical resources of MoH, National Family Planning Coordinating Agency (BKKBN), and health service providers at the provincial and local levels.
· High degree of adaptability to varied working environments and good interpersonal and team working skills.
· Basic knowledge of management processes and systems, such as human resources management and development (including performance evaluation) and financial management.
· Experiences in working with Local Governments, Universities and Civil Society Organizations.
· Ability to speak, read and write in English.
