Background

Vulnerability Assessment (VA) and Risk
Assessment (RA) are two studies that often regarded as the foundation for formulating
the proper climate change adaptation and disaster risk management activities
in an area. Different policies had been published that stressing the need for
local government to conduct VA and RA in relation to climate change. For the
past few years, different areas in Indonesia had conducted the aforementioned
assessments to map the existing condition of their area, including their
preparedness to overcome the risk. Ideally, the assessment results can and
should be used by the local government to identify the proper adapation
activities.
However in actual, the lack of specific VA
framework has put the local government in difficult position. There is no
rigid standard or minimum set that can be utilised as a guidance for the
local government to conduct the VA and RA, let alone to interpret the result
and subsequently integrate it into their local development plan. As a
consequence, the benefit of VA and RA cannot be felt optimally by the local
government. On the other hand, a global framework on VA had been formulated
in which the said framework should be adopted into Indonesian context of
climate change vulnerability and risk. Meanwhile at the national
government side, the diverse methodology without any clarity or agreed
framework and terminology has brought a challenge to derive the national
vulnerability profile as the result of these studies.
Corresponding to the above condition thus there
is a need to capture the dynamics of VA and RA in Indonesia and synthesise it
to formulate a general framework on Vulnerability Assessment. One of the main
focus of phase four of ACCCRN Indonesia is National Engagement. The
development of General Framework of Vulnerability Assessment serve this focus
while concurrently assist the local government in better understanding the
mechanism and benefit of VA and RA. The existence of such general framework
will enhance government’s capacity by providing them with a minimum standard of
VA features that can be utilised to assess the general vulnerability profile
and also compare VA across the country and across different level of
government.

Objective
Requirement
|
Lead consultant for framework development and standardisation of VA is a Jakarta
based position. The goal for
this work is to standardise and develop a general framework of VA that is applicable
for Indonesian condition while also in line with the global framework.
In order to conduct this activity, the lead consultant should
has minimum master degree educational background on the related field and
shall has an outstanding knowledge on the diverse methodology of
vulnerability assessment of climate change in Indonesia (GIZ-PAKLIM, NCCC,
ACCCRN, etc.). The lead consultant shall also has a good understanding on the
related climate change policy and/or study in Indonesia, such as RAN-API,
Environmental Strategic Assessment, spatial planning issues, etc. Acting as a
lead consultant and responsible in the writing the final document, thus
strong analytical and writing skill is required.

Activities
|
Pursuant to the above goal, lead consultant for this work will conduct the following
activities:
a. Literature
Review
This activity is focusing on synthesising the existing VA
and RA in Indonesia
in order to capture the features of the utilised VA and RA method. Sub-activities
that will be undertaken are:

Collecting
data on existing VA and RA in Indonesia, both conducted by the government and
non government.
·
Formulating
criteria for selection and categorisation of VA methodology
b.
Analysis
This activity is focusing on analysing the basic
framework of the existing VA and RA in Indonesia. Sub-activities that
will be undertaken are:
·
Categorising
and analysing the selected sample of VA and RA methodology (2-3 samples for
each level of assessment)
·
Formulating
the basic frameworks of VA and RA
·
Conducting
an in-depth assessment on the selected methodology on the following aspects:
appropriateness, general framework and potential of interface amongst
different levels of categories
c.
Gap Analysis
This activity is focusing on assessing the gap between
global framework, the existing VA and RA in Indonesia and also the existing
relevant policies. Sub-activities that will be undertaken are:

Assessing
the conformity and gap between global framework and basic framework of VA and
RA methodology
·
Assessing
the conformity and gap between existing policies and basic framework of VA
and RA methodology
·
Formulating
input for the finalisation of basic framework of VA and RA methodology
d.
Recommendation
Sub-activities that will be undertaken are:

Formulating
recommendation for the existing policy and input for the methodology
framework of Indonesia
·
Formulating
recommendation for related foreseen policies and studies
·
Finalising
the Methodology Framework of Indonesian VA and RA based on gap analysis
results and recommendations
·
Responsible in writing the final
document
