Researcher / Impact Evaluation Specialist

The Indonesia Infrastructure Initiative (IndII) is a technical advisory and capacity building program funded by the Australian Government and managed by SMEC International Pty. Ltd. The program’s purpose is to support the Indonesian Government (GoI) in overcoming barriers to the delivery of high quality and strategic infrastructure developments – by working with and building the capacity of GoI agencies at both national and sub-national levels.

The Researcher/Impact Evaluation Specialist will play a key role in the planning, design and implementation of mixed-methods approaches to impact assessments relating to water, sanitation, road safety and road maintenance. Additional tasks will include other research and analyses including data collection and processing activities for program design, communications and public diplomacy.
Key responsibilities:
·      Lead or contribute to the planning, design, implementation and reporting of a range of impact evaluation studies.
·      Design research methodologies for data collection (e.g. survey instrument design, key indicators, baseline data collection, survey stratification techniques).
·      Consolidate and manage primary and secondary data, existing and new, collected through various IndII activities, and store for easy access, presentation and interrogation.
·      Develop a consolidated infrastructure database using both primary and secondary sources, for use by IndII, Australian Aid and GOI partners.
·      Develop reports, PPT presentations, tables and other media to assist in communicating the current status of the infrastructure sector in Indonesia, as well as outputs and outcomes from IndII activities.
Essential requirements:
·      Expertise in results measurement methodologies, including experience in practical implementation of evaluations of development projects
·      Advanced skills in data processing, statistical techniques and relevant software
·      Experience in the use of database management packages
·      Excellent communication and team working skills
·      Degree from a recognised university (preferably at post-graduate level) in evaluation, economics, statistics, mathematics, engineering or other related discipline
·      Fluency in English and Indonesian.
Desirable attributes:
·      Knowledge of major infrastructure issues in Indonesia, particularly in water, sanitation and transport.

Candidates must submit a current CV (maximum 4 pages) that demonstrates their experience and qualifications for the role and which includes at least two professional referees who can be readily contacted by phone and email. In responding to the key responsibilities, essential requirements and desirable attributes identified above, candidates should describe the work they have completed to provide evidence of experience at appropriate levels (maximum 3 pages).
This is a full-time, Jakarta-based position until June 2015 with a possible extension, subject to funding approval. The total remuneration package for the position will be discussed with shortlisted applicants. Note that women and men will be given equal opportunity in applying for this position.
