The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 – 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community
groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG)
targets by expanding access to these services.
To achieve the above, assistance provided by the project is divided under three main technical components, including:
1. Mobilizing demand for WatSan service delivery;
2. Improving and expanding capacity for WatSan service delivery; and
3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH will apply different approaches and interventions with its local partners, such as local Water utilities, local and national government institutions, NGOs and communities to address water, sanitation and hygiene. To achieve these objectives IUWASH need high caliber incumbent to fill the positions of :
1. Junior Urban Sanitation Specialist, based in Semarang-Central Java, code (JUSS-CJ)
The Junior Urban Sanitation Specialist will be supporting the IUWASH sanitation program in 10 target cities of Central Java region. In addition s/he will also coordinate with IUWASH national sanitation program coordinators and stakeholders at local, provincial and national level. The Junior Urban Sanitation Specialist will support the USAID IUWASH Project’s achievement of the urban sanitation target under Component Two “Improve & Expand Capacity for Water and Sanitation Service Delivery”. S/he will also support, where required Component One “Mobilizing Demand for WATSAN Services” and Component Three “Strengthen Policy and Financial Enabling Environment for Improve Watsan Delivery”.
Tasks:
S/he responsibilities will include, but not be limited to the following:
To assist identify current status / commitment for urban sanitation in selected cities in Central Java region:
· operation of an active sanitation working group (Pokja Sanitasi or Pokja AMPL)
· existence of Citywide Sanitation Strategy (SSK), Sanitation white book and action plans (RAD)
· recent real demand survey for sanitation
· other urban sanitation programs, which can be integrated in the city sanitation action plans.
To assist facilitate development of new (or strengthen existing) city sanitation working groups (Pokja Sanitasi or Pokja AMPL), Sanitation Strategy (SSK) and/or Action Plan (RAD)
To assist facilitate next steps after the PPSP program, which can be development of Program Memorandum, detailed feasibility and/or technical studies. Identify and arrange cost-sharing for these studies, designs from Local – and Central government and/or other donor agencies.
Minimum Qualifications:
· Minimum bachelor’s in a relevant field such as environmental engineering and social science
· At least 2-3 years experience in social and/or sanitation programs;
· Familiar with urban sanitation and hygiene programs in Indonesia;
· Experience working for/with local governments and local communities;
· Ability to understand, speak, and write reasonable English;
· Flexibility to work on evenings and weekends (exceptions), and travel within Indonesia.
2. Junior BCC Specialist, based in Semarang-Central Java, code (JBCC-CJ)
The Junior BCC Specialist will contribute to the achievement of Component 1 targets at respective region. S/he has responsibility for implementing behavior change activities at community level aimed at mobilizing demand for water supply and sanitation services in urban Indonesia.
Tasks:
Her/his responsibilities will include, but not be limited to, the following:
· Assist the implementation of project demand mobilization activities based on strategy and direction of BCC Specialist, that include:
· Behavior change communications (BCC) activities;
· Programs to improve community input and participation in system planning and operations;
· Pilot activities and scaling up of successful pilots.
· Assist in the implement of media advocacy activities based on available strategy and implementation guideline, to support region advocacy work, both water and sanitation issues.
· Assist capacity building activities based on capacity building strategy and guideline related to water and sanitation access at regional level.
· Contribute to regional level component work plans and monitoring systems for target achievements;
Minimum Qualifications:
· Bachelor degree in relevant field such as communication/environmental engineering/public health;
· At least three years of experience in implementing media relations activities;
· At least two years of experience working for/or with community/community organizing work;
· At least two years of experience working in water and sanitation programs;
· Ability to understand, speak, and write basic English;
· Flexibility to work on evenings and weekends on occasion, and to travel substantially within region.
