BACKGROUND TO THE ROLE
 
 
KARINA (Caritas Indonesia) is the humanitarian arm of the Bishops’ Conference of Indonesia based in Central Jakarta and is officially considered as a member of the Caritas Internationalist confederation. Karina is established in 2006 with focus on disaster management issue which is translated into 4 programs, namely DRR, Diocesan Accompaniment, Promotion and Identity, and Capacity Building for Emergency Response designed for 2011-2013 period. KARINA (Caritas Indonesia) acts as a coordinating and facilitating body for all the 37 Dioceses incorporated under the Bishops’ Conference of Indonesia
 
CMLP is part of Karina’s DRR unit. This project is responsible for facilitation of Diocesan caritas to implement the role and function in CMLP project. Facilitation role played by this CMLP project will cover technical assistance, CMLP capacity building, exchanging practice based learning and experiences, building Community Managed livelihood promotion practitioner and facilitation cooperation between Diocesan Caritas and Caritas Austria in Indonesian livelihood sector.

CONTRACT DURATION
The contract will be until April 2014
 
KEY REPONSIBILITIES
Under the direct supervision of KARINA’s Program  Coordinator, The job holder will plays a key role in covering all aspects related to the DRR Mainstreaming Project and DRR Contact and Network in order to support the successful implementation of projects.
 
TASKS/DUTIES
 
  1. Facilitate with dioceses regarding Project activities.
  2. Plan, conduct, and facilitate Institutional Project for targeted dioceses.
  3. Prepare materials necessary for institutional Project.
  4. Provide technical assistance for dioceses in Project to support the implementation of follow up actions.
  5. Ensure the dioceses implement their follow up actions and providing assistance as requested by the Dioceses.
  6. Monitor budget for Project activities.
  7. Prepare and review project agreements between KARINA and Dioceses for Project activities.
  8. Responsible to write monthly and quarterly report of Project activities in (Bahasa and English) to Program Coordinator.
  9. Responsible to write midterm and final analysis report of Project activities to Program  Coordinator
  10. Ensure Project activities are aligned to any program in KARINA generally.
  11. Ready to deploy to emergency areas as a representative of KARINA.
  12. Involve in coordination meetings with Diocesan Caritas.
  13. As institution’s representative in any coordination forums in Indonesia.
  14. Facilitate sharing of information, lessons learned, and experiences for staff and Diocesan Caritas institutions.
  15. Facilitate sharing of information, lessons learned, experiences inter Diocesan Caritas.
  16. Undertake any other tasks given by the his/her supervisor and Executive Director of KARINA (Caritas Indonesia).

2.      Knowledge of Catholic Church Structure and working mechanism
3.      Based on KARINA and CI guiding values and principles.
4.      Working in a team, internally with program staffs ad working team from other institution.
5.      Good planning and good implementation.
6.      Participatory and communicative.
7.      Efficient, accurate and supportive.
8.      No corruption, accountable and responsible.
9.      Transparent (have to appropriate with what had been spent and had been accepted, also show supportive evidence).
10.  Write Back to Office Report (to be circulated internally by Communication Officer) after attending meetings/conferences/workshops/trainings/events/site visits to project location with project partners and/or donors.
 
 
REQUIREMENTS:
·         At least 3 year experience in CMDRR and / or livelihoods at community level
·         At least 3 years experience working with local partners on programmatic and organizational development
·         Experience in working within consortiums highly desirable
·         Experience in organizational development highly desirable
·         Skills in advisory support to partners, whilst managing partner accompaniment of projects project
·         Excellent skills in planning, activity implementation, networking and documentation and reporting
·         Excellent communication and documentation skills
·         Experience in strategic planning approaches – including, needs assessment and project design, logical framework development, selecting indicators, implementing monitoring plans, coordinating evaluations and data analysis.
·         Strong working knowledge of issues related to development and humanitarian programming especially for Emergency Response.
·         Experience in sponsorship organization.
·         Strong analytical and conceptual skills to think and plan strategically and the ability to translate this into practical and feasible operational program planning both in written and verbal formats.
·         Demonstrated skills in training and ER capacity development of staff preferred/facilitation skills.
·         Knowledge of Project Cycle Management (not only theoretically, but also experienced in the reality);
·         Demonstrated diplomacy in building relationships and working with diverse cultures and beneficiairies and sensitive situations and subject matter.
·         Problem-solving skills.
·         Result oriented.
·         Sensitivity to gender issues.
·         Computer proficiency in general office software applications (i.e. MS Office).
·         Computer proficiency including deep knowledge of and practice in statistical and data management packages.
·         Fluent in English and Bahasa Indonesia:  written and oral.
