VACANCY: ISEAN-Hivos – HIV/AIDS (MARPS) Round 10

The Humanist Institute for Co-operation with Developing Countries (Hivos) (Principal Recipient) and the Islands of Southeast Asian Network on MSM, TG, and HIV (ISEAN) (Co-Proponent) are currently implementing a regional grant supported by the Global Fund for AIDS, Tuberculosis and Malaria (GFATM) Round 10. The Program’s full title is “Strengthening Community Systems to Reduce Vulnerability to and Impact of HIV infection on MSM and TG in Insular Southeast Asia’. This grant has the main goal of reducing (a) the vulnerability and risks of MSM and TG to HIV infection and (b) the impact of HIV on their lives in Insular Southeast Asia. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs. The Program Management Unit of the ISEAN-Hivos Program is based in Jakarta, Indonesia.

Hivos, as the Principal Recipient (PR) of the grant, is seeking applications for the following staffs for the PR-Program Management Unit for its Phase 2 of implementation. The positions are fulltime and are open only to Indonesian Citizens.

1. Monitoring and Evaluation Officer (M&EO)
2. Training Coordinator (TC)

Key Qualifications

Monitoring and Evaluation Officer (M&EO)
1. Bachelors level- University Degree or equivalent in a relevant field
2. Knowledge of project cycle management as well as established skills in methods of Monitoring and Evaluation system, including OSDV.
3. With experience working with Global Fund Programs, Established experience in developmental organizations or international NGO may be considered;
4. Preferably familiar with Progress Update and Disbursement Request (PUDR);
5. Familiarity with the concerns of MSMs and TGs in the South East Asian context;
6. Excellent communication skills with fluency in written and spoken English;
7. Willingness and ability to travel extensively within South East Asia and other destinations, as needed.
8. Capacity to work well within a team, in a multi-country context;
9. High level of flexibility and willingness to cross-train in other functions
10. Excellent interpersonal skills and demonstrated ability to lead project team work as well as to develop and maintain strong relationships project staffs and beneficiaries; and
11. Highly developed computer and web-based communication skills, knowledge in other database program is a plus

Training Coordinator (TC)
1. Bachelors level- University Degree or equivalent in a relevant field
2. Highly developed knowledge and skills in training design, planning , implementation and documentation – reporting
3. Established skills in training for various target groups, including MSM and TGs;
4. With experience working with Global Fund Programs. Established experience in developmental organizations or international NGO may be considered;
5. Familiarity with Global Fund Training Plan development;
6. Familiarity with the concerns of MSMs and TGs in the South East Asian context;
7. Excellent communication skills with fluency in written and spoken English, experience in publications and journalism is an advantage;
8. Willingness and ability to travel extensively within South East Asia and other destinations, as needed.
9. Capacity to work well within a team, in a multi-country context;
10. High level of flexibility and willingness to cross-train in other functions
11. Excellent interpersonal skills and demonstrated ability to lead project team work as well as to develop and maintain strong relationships project staffs and beneficiaries; and
12. Highly developed computer and web-based communication skills, knowledge in other database program and desktop publishing is a plus

As the Hivos Regional Office for South East Asia is based in Jakarta and the post offers no expatriate benefits, the positions are only open to citizens of Indonesia (except for the Program Director position).

Monitoring and Evaluation Officer (M&EO)
Reports to: Program Director
Coordinates with: Program Officer, Training Coordinator, Finance Officer, Grant Officer, Administration Manager, SRs, national stakeholders

1. Finalise and implement the unified M&E plan and system for the Phase 2 of the ISEAN-Hivos Program, ensuring that it can collect the data required to report progress on the indicators in the performance framework and M&E Plan and that the data collected meet data quality criteria;
2. Work closely with in-country M&E Officers and Program Officers to introduce and monitor the implementation of the IHP Phase 2 M&E system to monitor program activities, and follow up on any implementation problems and weaknesses;
3. Conduct field visits to SR and SSR to provide M&E and related trainings, conduct data verification and data quality assurance procedures.
4. Develop the Phase 2 ISEAN-Hivos M&E Toolkit, in coordination with the Program Director and in collaboration with in-country M&E Officers
5. Coordinate the development of tools and other materials to support M&E as required;
6. Coordinate periodic data collection, analysis and performance reporting for Hivos and GF in accordance with the specified reporting formats;
7. Review LFE, SR and SSR bi-monthly reports and provide feedback;
8. Liaise with the Training Coordinator, consultants and facilitators to identify and address technical assistance needs, including designing training, to strengthen the capacity of M&E and Program Officers in M&E activities;
9. Contribute to regional-wide organisational learning by preparing and disseminating data, lessons learned, good practices and evidence-based programming;
10. Ensure timely submission of periodic reports from SRs, including maintaining the M&E Online system of the IHP and provide support as required to the ISEAN-Hivos Global Fund RPD in completing project reporting responsibilities;
11. Document and communicate grant-specific monitoring, evaluation and learning for the CCM and other partners;
12. Analyze data received via the grant-specific M&E system and equivalent information submitted by the sub-recipients captured via the HMIS or equivalent;
13. Review, verify and consolidate data from the SRs;
14. Facilitate the utilisation of M&E data for advocacy and resource mobilisation in support of HIV/AIDS programs at national and regional level.

Training Coordinator (TC)
Reports to: Program Director
Coordinates with: Program Officer, Training Coordinator, Finance Officer, Grant Officer, Administration Manager, SRs, national stakeholders

1. Provide overall supervision of the planning, implementation, documentation and monitoring of the IHP Phase 2;
2. Develop the ISEAN-Hivos Training Plan for Phase 2, in coordination with the RPD and in collaboration with in-country Training Officers;
3. Review, provide feedback and approve the in-country training plans submitted by SR-SSRs,
4. Ensure that planned trainings and training related-expenses are within set budgets;
5. With the RPD and other program officers, assess management, technical assistance and training needs at the level of the PR and SRs;
6. Assess the capacity and learning needs of in-country teams and training officers;
7. Manage the development and coordination of training curricula, manuals and educational tools;
8. Develop and implement a training evaluation system for Phase 2;
9. Develop, manage and maintain a training data base for the program;
10. Coordinate with national/regional stakeholders to identify appropriate facilitators for these training programmes, and act as a training facilitator as required;
11. Perform the role of the trainer/training facilitator as required;
12. Liaise with and monitor engaged training consultants;
13. Develop and implement quality assurance mechanisms to assess impact of training activities and systems;
14. Provide regular modifications of training curricula, manuals, etc. based on training needs and post-training assessments.
15. Lead in the preparation and release of the bi-monthly IHP Newsletters
16. Lead in IHP activity documentation activities, including publications, researches and similar initiatives.
