Vacancy - USAID ASEAN-U.S. PROGRESS Project, Component Three Lead (Development Alternatives, Inc.)

Development Alternatives, Inc. (DAI) is the implementing partner of the
USAID-funded ASEAN-U.S. PROGRESS project. DAI seeking to fill the position
of Component Three Lead to be based in Jakarta.

USAID ASEAN-U.S. Partnership for Good Governance, Equitable and
Sustainable Development and Security (PROGRESS)

SCOPE OF WORK

Component Three Lead (ASEAN Secretariat & Institutional/Cross-Sectoral
Capacity Building)

Background:
The USAID ASEAN-U.S. Partnership for Good Governance, Equitable and
Sustainable Development and Security (PROGRESS) project will support ASEAN
in its efforts to promote regional integration in the areas of good
governance, security, and human development.

Purpose:
The Component Three Lead will facilitate and manage a component that
focuses on supporting institutional and cross-sectoral coordination within
ASEAN. The position will provide strategic leadership on how the ASEAN
Secretariat (ASEC) can build its institutional capacity, primarily in
Information and Communication Technology (ICT) to 1) improve project
management/operations, 2) enhance cross-sectoral coordination within
ASEAN, and 3) strengthen ASEAN and ASEC’s public relations and outreach
functions. The Component Three Lead will work across all ASEAN sectoral
bodies and provide technical assistance and program management to
activities under this component.

Objectives and Duties:
· Provide strategic vision on how to enhance ASEC’s ICT capacity, as
well as lead and manage initiatives that focus on ICT within ASEC.
· Strengthen and support cross-sectoral facilitation within ASEAN.
· Strengthen ASEAN and ASEC’s public relations and outreach
functions to increase ASEAN visibility (including areas such as social
media coverage).
· Establish, cultivate, and maintain relationships with ASEAN
entities and counterparts.
· Coordinate, collaborate, and identify ICT-related capacity
building needs within ASEAN and create and manage strategic activities
that address these needs.
· Coordinate meetings, events, and workshops and promote information
sharing/knowledge management among ASEAN entities and stakeholders.
· Perform other duties as assigned by COP in line with the goals and
objectives of PROGRESS.

The Component Three Lead will be based in Jakarta, Indonesia. He/She will
report to the Chief of Party.

Education & Qualifications:
· Four year university degree required.
· Experience with strategic use of ICT within private and/or public
sector highly desired.
· Experience with knowledge management desirable.
· Regional experience required.
· At least five years of high level and strategic capacity building
preferably on USAID-funded projects.
· Demonstrated local knowledge of ASEAN.
· Previous experience with government collaboration is desirable.
· Excellent interpersonal skills and an ability to manage a diverse
range of professional relationships essential.

Languages:
· Strong written and spoken English required.
