USAID is implementing the Higher
Education Leadership and Management (HELM) project in Indonesia. The five-year
program aims to strengthen the capacity of higher education institutions to
perform effectively in general administration and leadership, financial
management, quality assurance, and collaboration with external stakeholders.
These core management areas were selected after thorough consultation with the
Directorate General for Higher Education (DIKTI) at the Ministry of National
Education (MONE). These core areas are critical to enabling institutions to
adopt and deliver quality teaching, research, and service. Absent such capacity
strengthening, it is difficult to see how the targeted higher education
institutions will sustain improvements in how well they prepare students for
success in learning and work.
The HELM technical assistance
will target a select set of strategically identified higher education
institutions as well as DIKTI. Activities conducted at the higher education
institutions will provide models and approaches in each of the four management
areas that will be implemented at the targeted institutions and subsequently
disseminated to additional higher education institutions. The management
capacity development under the HELM program will result in systematic
improvements in the quality of teaching, research capacity, and community
service across the country. HELM support to DIKTI will promote strengthened
leadership focused on higher education reforms and improved performance related
to the implementation of reform at the national level.
The strategy of the HELM project
is to leave a legacy of stronger management systems in Indonesia’s higher
education sector that will continue to improve academic quality, not just in a
limited one-time manner, but in a regular and systematic fashion over the
short, medium and long term. HELM has identified 50 Higher Education
Institutions (HEI) as partners. Strengthening the capacity of these
institutions is a shared priority between the government of Indonesia and
USAID, and the HELM project will be leveraged to complement other USAID
programming.

1.
REGIONAL COORDINATOR POSITION [RC]
The
Regional Coordinator is responsible for developing and maintaining strong
collaborative relationships with HELM partner Higher Education Institutions
(HEIs). The Regional Coordinator will liaise with the HEI’s HELM coordinator
and other ‘agent of change’ in partner institutions in the cluster of partners.
This position will also be responsible for supporting the implementation of
capacity development activities, providing site-based follow up after events
and on-going monitoring of HELM impacts at the institutional level. The
Regional Coordinator will also be tasked with the identification of needs where
HELM program interventions might be focused in the future.
This
position will be based in Medan or Makassar which is a regional hub for the
institutional partners. The Regional Coordinator will set up HELM’s regional
office and be responsible for the administrative and financial management tasks
related to that office.
The
Regional Coordinator will participate in the site-based needs analysis and in
the development and implementation of interventions at the level of the institution
as well as other identified needs. The Regional Coordinator will also be tasked
with supporting the Action Research program through site visits in close
coordination with the technical specialists.
This is a supervisory position
managing office staff. The Regional Coordinator will coordinate closely with
other HELM team members on all technical tasks and site visits. The Regional
Coordinator will be asked to spend two days in Jakarta at least every month for
coordination meetings.
Specific
tasks:
The
Regional Coordinator will take responsibility for the success of program
activities in the region and will manage the overall operations of the field
office. Responsibilities of the Regional Coordinator include the following:
1. Serve as the working liaison to HEI counterparts,
implementation partners, and other key stakeholders on regionally based program
activities. Encourage HELM partners to become actively involved in activities
at the regional and national levels. Maintain regular communication links with
all regional partners. Undertake monthly monitoring and coordination visits to
all regional partners and develop initiatives on the project. This will entail
relating with local government officials, local community structures, such as
KADIN, and international and/or local organizations. Close coordination and
information sharing with the other Regional Coordinator is required. It is
expected that the Regional Coordinator will do site visits to partner
institutions not less than 60% of the time.
2. Provide technical assistance to the project events,
activities per program need, preparation for VIP visits to the field office,
and other assistance as directed by the Program Coordinator. It is expected that
approximately 10% of the Regional Coordinator’s time will be devoted to
providing necessary technical assistance.
3. Ensure daily operations of the field office in
close collaboration with central office in Jakarta. Ensure that appropriate
approvals are obtained, documentation is in place and that filing and systems
are up to date and complete. Understand and maintain the field office budget
and monitoring processes as it relates to the overall project budget. It is
expected that approximately 10% of the Regional Coordinator’s time will be
devoted to the supervision of facilitation support noted above and to HELM
staff, as required.
4. Provide program reports including weekly and
quarterly reports on activities undertaken and recommended in the region. Monitor
regional news media and share relevant articles and information with the other
field office and Jakarta office on a weekly basis. It is expected that this
will take approximately 15% of the Regional Coordinator’s time.
5. Other tasks as requested. It is expected that this
will take approximately 5% of the Regional Coordinator’s time.
Eligibility criteria:
§
Master’s
degree in education, social development or related field required. Doctoral
level preferred. § Experience working in an Indonesian university preferred, but not required.
§ Position requires extensive travel both regionally and other locations as needed.
§ Minimum five years of experience working in the field of Education with USAID or other donor supported programs required.
§ Proof of highly developed English communication skills both written and verbal required.
§ Experience developing and maintaining relationships with leaders of institutions required.
§ Familiarity with Indonesian higher education system preferred.
§ Must be organized, detail oriented, self-motivated, and able to work well on teams.
§ Experience with management, administrative and financial skills.
§ Experience monitoring implementation of program activities.
§ Knowledge in specific regional area preferred.
§ Must be interested in working with a multi-cultural, international team in a dynamic and fast-paced environment.
The Financial Systems Specialist
is responsible for ascertaining best practices, policies and procedures from
financial systems management. This information is then supplied to HEI
partners, and other key stakeholders, via various mechanisms including
trainings and workshop events.
Specific tasks
Events
1. Research best practices for
financial systems management for mentoring partner HEIs. This best practice
will also be used to develop the TOR and agenda for future training events.
Provide best practice information to capacity building specialist and
instructional designer so appropriate training/workshop can be coordinated
2. Coordinate with instructional
designer for the most appropriate methodologies or approach to deliver best
practice information at events.
3. Identify relevant target audience
who should attend each financial systems event. This information will then be
passed to the appropriate technical assistant for development of official
invitation.
4. Provide event reports at the
conclusion of each event, as per the standard report format produced by HELM.
Action Research Program
5. In consultation with the Technical
Director, identify HEI partners eligible for the ARP activities.
6. Assist selected ARP candidates in
the development of their research paper.
7. Engage the regional coordinator(s)
in the mentoring program. The regional coordinators may assist with site visits
when appropriate.
In Coordination with the
University of Kentucky:
8. Develop a mentoring program that meets the needs for each HEI participant
9. Ensure participants have prepared
their final report so it may be presented at the Action Research forum at the
conclusion of the ARP program.
10. Once ARP is completed, maintain
follow up with participants to ensure implementation of ARP activities within
their HEI.
New Initiatives
11. In coordination with DCOP,
identify at least one new initiative annually that can be developed and
proposed to DIKTI and USAID.
12. Implement new initiatives as designed and
appropriate.
General Items
13. Contribute to reports as required
including contributions to the quarterly and annual reports.
14. Monitor and evaluate progress of
HEI partners via emails, phone calls, and site visits then report outcomes to
monitoring and evaluation team on a montly basis or as required.
15. Other program related tasks as
requested by his/her supervisor.

Job Qualifications
§
Master’s

This
position is a supervisory position, with primary tasks as well as overall
supervision of the communications and digital media associate. The
communications manager will be responsible to ensure all HELM
materials,
publications, and
events are correctly
branded and marked as well as produced in
compliance with USAID rules and regulations. The communications manager is expected to be the primary communication contact for USAID and DIKTI
members of the higher education donor community.
As
teamwork is crucial to the success of the project, the communications manager
will coordinate all communication work with technical and operations staff, as
per direction from the Chief of Party (COP) or his/her designee.
Specific
tasks
1.
Take
primary responsibility for the coordination of tasks. Support the
communications and digital media associate, ensuring equitable distribution of
the workload to guarantee timely completion of tasks at hand in support of
program success.
2.
Ensure
the “HELM assistance story” from partner institutions is captured, developed,
edited, and distributed in a timely manner through effective existing channels
as well as developing other creative solutions for enhancing shared learning.
3.
Support HELM
relationships by
building, maintaining, and leveraging a good network of contacts to promote the
program.
4.
Ensure all
HELM materials,
publications, and
events are correctly
branded and marked as well as produced in
compliance with USAID rules and regulations. Work with the USAID Mission, including the
Development, Outreach, and Communications Officer (DOC), for branding and marking
approvals and other communications guidelines.
5.
Take
primary responsibility for the planning, writing and editing of HELM documents
(including newsletters, and success stories, etc.). Work closely with the
project staff to ensure editing, formatting, and content quality control and to
assist in the development of quarterly reports and other project deliverables.
6.
Ensure
final quality of all program materials, including ensuring all templates are
current, standardization of document formatting per the Chemonics guidelines,
spelling and grammar checking documents (in both English and in Bahasa
Indonesia), identifying areas that the language may need to be revised for
clarity or correctness, and any other needed quality control.
7.
Serve
as the primary point of contact for HELM communications and media relations
with USAID, DIKTI, and with other donors, as well as media partners, including
writing press releases and hosting press, when appropriate, at HELM or other HE
events. This task may also include support for HELM staff or consultants during
interviews, press conferences, or during any other time when spontaneous public
speaking is required.
8.
Facilitate
internal and external communication standards to support project implementation
and ensure consistency in communication activities, including maintaining the
HELM filing system with official letters.
9.
With
the communications and digital media associate, maintain the HELM learning
portal, including regular site updates and maintenance as well as quality
control of “chat rooms,” blogs, and any other areas which need supervision and
review; approval and updates for site member applications, review and update
group memberships, and promote active use through support by other staff.
10.
With
the communications and digital media associate, design and implement outreach
to the partner HEIs through a variety of channels including particular
communication sessions designed and presented at HELM capacity development
events, providing communication support to participants following events, and
as stand-alone activities. This includes monitoring project activities at the
institution, as well as national, level to identify success stories, human
interest and impact, and other testimonies of HELM impacts as the subject for
USAID snap-shot success stories or articles for the quarterly newsletters.
Ensure key events and milestones are captured, written, edited, and distributed
in a timely manner through effective existing channels as well as developing
other creative solutions for enhancing shared learning.
11.
Create
and update project materials and templates (i.e. project fact sheets, a
contacts database, PowerPoint Presentations, etc.) ensuring USAID approvals are
in place and information is accurate and clear.
12.
Respond
to HELM staff requests for communications assistance and provide creative ideas
for using communication tools to improve the implementation effectiveness to
promote overall success of project’s activities.
13.
Other
tasks as requested by the Chief of Party or his/her designee.
Supervision and Reporting
The
Communications Manager will report directly to the Chief of Party. S/he will provide
regular progress reports that demonstrate the status of project communications,
as well as other reports as required.

These are long-term,
full-time positions with an annual approved level of effort of no more than 260
days for each project year. The employment agreement will be renewed on an
annual basis following a positive performance evaluation. The HELM project began
on November 28, 2011and ends on November 30, 2016.
