BACKGROUND TO THE ROLE
KARINA (Caritas Indonesia) is the humanitarian arm of the Bishops’ Conference of Indonesia based in East Jakarta and is officially considered as a member of the Caritas Internationalis confederation. Established in mid-2006, it recently completed its first strategic planning in early 2008. Now we are finished our strategic planning for 2013- 2018.  One of the results of the strategic planning is the identification of 2 (two) main divisions: Programs Division and Support Division. KARINA (Caritas Indonesia) acts as a coordinating and facilitating body for all the 37 Dioceses incorporated under the Bishops’ Conference of Indonesia.
 
KEY REPONSIBILITIES
 
The Program Manager is responsible for the overall effective and efficient coordination and management of all KARINA programs in Indonesia. In addition, the Program Manager must ensure best practices in all program areas with a strong commitment towards Caritas Internationalist’ principles and values and an understanding of the role of the Catholic Church in emergency and development activities. Specifically, the Program Manager’s main deliverables are:
 
1.      Developing KARINA’s Program planning and implementation,
2.      Developing KARINA’s Program budget,
3.      Serving as a Focus person for Program-related information.
4.      Managing and mobilizing program resources including supervision of Program staffs.
5.      Developing and maintaining relation and coordination with partners, including donor partners.

CONTRACT DURATION
The contract will 1 (one year) period and will be extended
 
TASKS/DUTIES
1.      KARINA’s Program Planning and Implementation
a.       Develop and manage the planning, implementation, monitoring and evaluation of all programs in Karina.
b.      Oversee identification and formulation of new projects.
c.       Examine carefully in the feasibility of proposals, which have been prepared by Project Officers/Project Coordinators in cooperation with the Support Division.
d.      Oversee arrangement of meetings/conferences/workshops/trainings/events related to KARINA’s programs, includingsupport for partners.
e.       Oversee monitoring of program implementation both formally (based on staffs’ report) and informally (field visit).
f.       Examine and finalize all program-related narrative and financial reports before release to the stakeholders.
g.      Assure, where practical, that project implementation and reports finish on time.
h.      Oversee program documentation (including internal documents, records and training materials).
 
2.      KARINA’s Program budget.
a.       Responsible for overall program budget.
b.      Responsible for proper planning of proposal budgets and financial disbursement of projects.
c.       Responsible for acquisition of external funding.
d.      Together with Finance Unit involve in writing and examine carefully on budgeting feasibility, implementation and its reporting.
e.       Ensure proper allocation of project funds as determined by the project purpose and project agreement.
f.       Distribute project funding to the implementing partners to ensure projects are accomplished within the proposed plan and time frame.
g.      Monitor project financing through evaluation of implementing partners’ reports and/or related divisions of KARINA and subsequently provide consolidation of reports.
h.      Coordinate fund allocation for project cost.
 
3.      Serving as a Focus person for Program-related information.
a.       Establish cooperation with donors and financial institution for fund sustainability and system support.
b.      Regular and consistent communications and updating of project development with member donor partners and other related partners.
c.       Assist institutional management in lobbying for strengthening financial institution and guarantee sustainability.
d.      Participate in discussion with local and international partners.
e.       Establish and maintain contacts with donors, local and international NGOs and relevant agencies.
f.       Liaise and coordinate with Caritas partner organizations.
g.      Motivate the Program staffs in extending KARINA’s network.
h.      Travel to KARINA’s project sites.
 
4.      Supervising Program staffs.
a.       Assist recruitment process and build program division staff’s capacity.
b.      Supervises the Program staffs and conduct the staff performance appraisal for the supervised staff.
c.       Oversee and support the Program staffs to ensure high quality of project deliverables and timely submission of reports.

9.      Write Back to Office Report after attending/ meetings/ conferences/ workshops/ trainings/ events/ site visits to project location with project partners and/or donors.
 
QUALIFICATIONS REQUIREMENTS
(State clearly the job requirements for the position such as educational level, woks experience, and special training/skills. Show the non-negotiable (desired) and negotiable (preferred) ones separately and clearly)
 
1.       Experience in program management, in particular related to disaster-risk reduction, emergency response, capacity building.
2.       Sets clear performance goals and standards, execute responsibilities accordingly.
3.       Good understanding of humanitarian response program principles and challenges.
4.       Substantial experience in the management of large humanitarian operational programs (including health, shelter, livelihoods, NFI, logistic, finance, human resources) and understanding of relevant issues.
5.       Well-developed written and reporting skills, and experience in reporting on international relief and development program.
6.       Excellent communication and inter-personal skills, relationship building, leadership, diplomacy, tact and patience.
7.       Fluency in both English and Bahasa Indonesia, both written and orally.
8.       Excellent written and oral communication skills.
9.       Relevant tertiary degree.
10.   Experience and knowledge of managing development funds including submitting proposals, reporting on and acquitting of funds.
11.   Experience of capacity building and mentoring of local organizations.
12.   A commitment to work within the principles and values of Catholic Social Teaching;
13.   Ability to work independently and,
14.   Familiarity with the Not-For-Profit and the Catholic sector.
15.   Knowledge of Microsoft Office suite of programs.
16.   Experience working with the Catholic Church network in Asia; and
17.   Understanding of strategies for working with the poorest, marginalized and most vulnerable.
