Assistant
BNPB Communication Masterplan
Background
The
Australia–Indonesia Facility for Disaster Reduction (AIFDR) is a joint
Australia-Indonesia bilateral initiative. The facility is helping to reduce the
impact of disaster and improve the capacity in disaster management. Sinceearly
2012, AIFDR has been
implementingCapacity
Development Support Program (CDSP) for the National
Disaster Management Agency (BNPB) and Local Disaster Management Agency (BPBD)by the
provision of technical assistance in different units of the agencies, including
the Public Relation Sub-section of BNPB.
One of the
priority areas being targeted currently is to increase the capacity in
communication in the period before, during, and after disaster. The 2010
Population Census data,and confirmed by the disaster risk maps,showsthat millions of Indonesia's population live in areas of
moderate to high hazard in 411 districts/cities (see Table 1). Communicating
risks, particularly to those who are most vulnerable to
disasters, is very important to prevent casualties. Conversely, poor
communication always poses the potential of disarray in disaster management
activities and of unnecessary fatality.
BNPB was aware
of this. That is why, the agency considers it necessary to develop a masterplan
that will provide direction for disaster communication in the medium to long
term (2014-2024) including in terms of program planning and capacity building, and
to also examine the concept and practice of communications conducted over the
years, either by themselves through the media BNPB owned internally, and via external
parties such as the media, as a effort of extracting lessons learned.
The
masterplan will firstly revisit thefundamentals, i.e. answering questions
about the very nature of disaster communication, how the knowledge about it
obtained, and how to use it to make it worthwhile for the greater community. It
will build the conceptual foundation upon the disaster communication in
Indonesia. This masterplanwillanalyze aspects of communication related to the disaster (social, economic,
technological, political, ethical, psychological, and so forth) to further demonstrate how each
component in the communication (source, message, receiver) can be improved.
From there, a framework of action plan will be drawn up with a specific emphasis
on increasing the internal capacity of BNPB and BPBD, formulating public
campaign programs, as well as intensifying the involvement of the mass media.
To produce
such plan, BNPB have asked AIFDR to establish a team consisting of experts that
will work with relevant parties. The Masterplan
is not intended to replace other planning documents owned by BNPB, but to complementthese
documents to better
address the communication and public relationsin disaster
management issues.
We are
inviting qualified applicants for an exciting position as Research Assistant to
support the team in the Plan development. You will work with a panel of experts
with key mission to contribute to the effort to improve disaster communication
efforts in Indonesia.

Your Responsibility
The
following are your individual and team tasks:
- Conduct
desk reviews, including on the latest development of disaster communication in
Indonesia and other countries; aspects, components, models, and challenges in
communication; laws and regulations, as well as other related issues.
- Interview
stakeholders and assist in implementing focus group discussions.
- Manage
secondary data collected from Statistics Indonesia, BNPB, and other sources.
- Contribute
to the effort to map programs and activities related to disaster communication,
conducted by the government, private sector, donor organisations, as well as
civil society.
- Support
to write the report draft and other related documents.
- Liaise
with relevant organisations and individuals to obtain informations needed for
the Plan development.
- Participate
in the discussion session to generate recommendations.
Your Background and Qualification
This
position is required a highly motivated candidate who is capable in research activities
as well as interested in disaster communication topic. The following
qualifications are essential for this challenging and rewarding job:
- Minimum
two years experience of working
in research field, with adequate understanding on disaster and communication subject
in Indonesia.
- Educational
backgrounds in Communication science, at least a Bachelor degree (S1)or a
commensurate experience in the relevant work experiences.Demonstrated ability to analyse and articulate ideas in a
structured and systematic way.
- Demonstrated
ability to perform qualitative research methods.
- Demonstrated
ability to perform descriptive data analysis.
- Demonstrated
good writing skill and ability to make high quality presentation slides.
- Ability
to liaise well with various stakeholders.
- Fluency
in written and oral English and Bahasa Indonesia, as shown by the ability to
absorb insights from academic journals and papers.
Other Relevant Information
The position will
be based in Jakarta with an initial
contract of six months, commencing on January 2014, with apossibility
of extension. AIFDR offers a competitive, negotiable compensation and will
reimburse costs incurred on work related.
