RFP 13.407 Movie Distribution and Promotion

MSI/SIAP-1: Strengthening Integrity and Accountability Program I (SIAP-I) is a five-year program funded by the United States Agency for International Development (USAID) and implemented by Management Systems International (MSI).

BACKGROUND

MSI/SIAP-1 is seeking to engage an experienced and responsible service provider to assist SIAP-1 in its efforts to mitigate corruption — educating citizens about the risks of corruption, building a sustained culture of integrity, educating younger generations to instill a mindset of integrity and to understand that the social and economic costs of corruption is a long-term effort.  The primary focus of the Subcontractor shall be on efforts to channel wide public support for an anti-corruption movement through the wide-spread distribution and effective promotion of the movie “Kita versus Korupsi II” which is currently in post production.  The film’s underlying message is one of anti-corruption, introducing anti-corruption values in an entertaining and thought-provoking manner.

The objectives of this project are to:

·         Raise public awareness of the risks of corruption;

·         educate the public about anticorruption values through a “cinematic learning experience”

·         reach out to communities outside the existing anti-corruption movement to strengthen public support towards an anti-corruption movement.

Target groups shall focus on youth, civil servants, civil society communities, and the general public with a minimum 3,000,000 people viewing the movie.

SCOPE OF WORK

To achieve the objectives, the selected Subcontractor shall propose to SIAP 1 an innovative distribution and promotion plan which will reach the target groups. Activities shall include the five basic components shown below.

1. Develop and Implement an Innovative Promotion Plan

2. Movie Distribution to Cinema Networks

3. DVD Duplicating and Distribution

4. Distribute the Movie to Film Festivals

5. Online Media Distribution

Offerors are encouraged to propose specific activities under the components keeping in mind that all activities are limited to the available budget of less than:  IDR 355,000,000.

OFFEROR’S CONFERENCE

Offeror’s conference will be on Thursday, January 23, 2014 at 10:00am at the MSI office (or an offsite venue in case of high attendance) to answer Offeror’s questions. NOTE:  Due to space limitiation, Offerors must pre-register their intended participation in the conference (maximum two partipants per bidding organization) at procurement@msi-siap.com by Friday, January 17, 2014. All interested offerors must attend this conference.
