JOB SUMMARY
Partners for Resilience consist of five Netherlands based
humanitarian, development, and environmental organization; including CARE
International in the Netherlands, Wetlands International, the Netherlands Red
Cross, and the Red Cross/Red Crescent Climate Centre; that have joint forces
to reduce the impact of natural hazards on vulnerable communities. The
Partners for Resilience strongly believe in the central role of resilience as
the way to effectively deal with development in disaster-prone areas and
affected ecosystems. Through increased resilience people are able to
withstand shocks in their environment and have a greater capacity to secure
their livelihoods.
The Partners for Resilience has three strategies, which are: 1)
Sustainable economic development and poverty reduction; 2) Strengthening of
civil society and community empowerment, and 3) Policy dialogue and advocacy
for stronger DRR/CCA policies and increased resources at all levels. The
backbone of the Partners for Resilience consortium is the Linking &
Learning activities where partners are working collaboratively to exchange
knowledge and experiences at horizontal and vertical level, to enrich the quality
of program’s logical framework and learning agenda.
CARE International Indonesia is part of the Partners for Resilience in
Indonesia where CARE is working with a civil society partner to increased
community resilience in 8 communities at 2 districts in West Timor of East
Nusa Tenggara province. CARE & partner imply the asset-based approach
which is also known as the appreciative inquiry technique to strengthen
communities’ resilience mainly through livelihood improvements activities
that focus on strengthening of the social and human assets.
The Knowledge Management and Community Outreach Specialist (KOMCOS) is
a critical position responsible to encourage linking & learning and
knowledge management within the program and beyond. He/She is also a key
person responsible to outreach the program to community and all relevant
stakeholders.

RESPONSIBILITIES AND
TASKS
KNOWLEDGE MANAGEMENT
·
Assist in developing baseline and research tools,
data analysis and building action plans,
·
Serve as a resource person in knowledge
management and conduct trainings for staff, local partners and volunteers on
varied topics such as community facilitation, surveying, report writing,
etc.,
·
Develop and implement a communications strategy
to ensure coordinated effort, sharing of information and exchanging of
experiences including
management of web-based communication (blog management),
·
Contribute to monitoring and evaluation of the
project by working closely with the PM and other team members,
·
Carry out weekly meetings with staff and local
partners to identify, discuss and resolve challenges,
·
Public information: in coordination with the
relevant position in CARE, the KOMCOS will devise and implement public
information mechanisms for awareness-raising and promotion of CARE projects and
activities in program communities and other relevant stakeholders,
·
Respond to requests for information and act as
spokesperson for the project team when appropriate,
·
Write human interest stories, take photos and
write project overviews related to the effort of linking and learning, and
·
In cooperation with the PM, conduct capacity
assessment of local partners and other community institutions.
COMMUNITY OUTREACH
·
Develop and maintain excellent relationships with
community leaders and key persons in other relevant institutions and act as a
mediator between CARE, local partners, community, and other relevant
stakeholders,
·
Work with community, local partners, and other
stakeholders to identify capacity, gaps and risks, particularly in areas
prone to climate related hazards,
·
In coordination with the PM and local partners,
conduct awareness raising campaign in the community and other stakeholders,
·
Assist in policy dialogue or advocacy meetings at
community level, and with other relevant stakeholders,
·
Undertake information dissemination to keep the
community and other stakeholders informed on the project and its
accomplishments,
·
Serve as a resource person in matters related to
communication with the community and other stakeholders, needs assessment,
activity planning and complex analysis.
