Indonesia faces an extreme quantity and severity of hazards and disasters including earthquakes, tsunamis, volcanoes, landslides, flooding, droughts, and storm surges. Climate change is exacerbating many of these hazards and causing new ones such as sea level rise. The effects of these hazards take a great toll on communities, the economy, and the environment. However, cost effective opportunities exist for strengthening resiliency such as disaster preparedness planning and mitigation measures. With its sound Disaster Management Law, existing National Adaptation Programme of Action – Climate Change, and a robust culture of civil society, Indonesia is in a strong position to develop innovative solutions to the intersecting problems caused by disasters and the increasingly urban and peri-urban landscape where thousands of people work in factories. The critical need is to link the political will at the national level, with institutional capacity among provincial and district governments, civil society organizations, and the private sector. While at the same time, resiliency activities must utilise local knowledge and organisational potential of vulnerable urban and peri-urban communities themselves.
 
There are some steps to meet the goal: develop community based disaster preparedness team (DPT), conduct vulnerability and capacity assessment (VCA) and risk mapping and produce local resilience action (LRAP) plan.
DRR facilitators need to work with the community to develop DPT through several community meetings, recognize and select potential team members, establish DPT and train selected team members about DRR related subjects.
 
 
Purpose
Deliver training on Disaster Management including Vulnerability Capacity Assessment (VCA) and facilitate on developing DPT action plan. DPT members understand the fundamental of VCA, have a knowledge about VCA techniques. DPT members well trained and able to develop complete VCA in the future.
 
 
Scope of work
  1. Lead workshop for DPT member in DRIVE-C working areas and give Disaster Management including Vulnerability Capacity Assessment (VCA), share in depth information about DRR and community group functions before disaster.
  2. Facilitate 2 or 3 days DRR workshop with subjects:
    1. Vulnerability, capacity and adaptation concept in disaster and climate change context.
    2. Introduce various VCA techniques
    3. VCA practice and simulation.
  3. Facilitate discussion about DRR and VCA in particular with DPT members
  4. Facilitate on developing DPT action plan in DRIVE-C target villages
  5. Prepare presentation/training materials for workshops
  6. Other tasks as assigned regarding workshop.
 
 
Deliverables
1.       Good, attractive and understandable presentation materials for DRR meetings/workshops/trainings.
2.       Facilitate 2 days’ workshop at 2 DRIVE-C target villages in  Bandung and 3 days workshop in Jakarta/Tangerang
3.       Information regarding DRR is well delivered through workshops
4.       Selected DPT members are trained during the 2-day/3-day DRR workshop. Ensure DPT is ready to face upcoming disasters.
 
 
Qualifications
  1. University Degree.
  2. Have excellent understandable about VCA and DRR in general.
  3. Having at least 2 years experiences working and facilitate VCA.
  4. Previous experience working as DRR specialist in DRR training/workshop.
  5. Excellent ability in public speaking.
  6. Able to work beyond normal working hour.
  7. Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking, and punctual.
