ISEAN-Hivos-GF-R10-HIV/AIDS –“Strengthening community systems to reduce vulnerability to and impact of HIV infection on MSM and TG in Islands of Southeast Asia”

Seeking Individual Consultant to provide short-term GF- Program Management-related support services to the ISEAN Hivos Program.

REQUEST FOR EXPRESSION OF INTEREST

The Islands of Southeast Asia Network on Male and Transgender Sexual Health (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly implemented the ISEAN Hivos Program supported by Global Fund Round 10. This program has the main goal of reducing the risks, vulnerability and impact of HIV and AIDS on the lives of MSM and transgender community in Island Southeast Asia Nations. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.

Hivos, as the Principal Recipient of the grant under the ISEAN-Hivos Program Global Fund Round 10 is now on its Phase 2 of implementation from October, 2013 to September, 2016. In this regard, it is seeking Expressions of Interest from qualified Individual Consultants to apply the service provider for the following tasks: a.) Conduct a review and revision of the IHP Phase 2 Program Implementation Manual (PIM), b.) Develop a Program Management Training Program and c.) Conduct a regional Program Management Training for PR-SR and SSRs.

Key Qualifications:
1. Established experience in the review and development of Program Management Manuals and Implementation Plan, especially in the Global Fund context;
2. Experience in designing Program Management Training Programs and in the conduct of actual Program Management Trainings;
3. Familiarity with HIV- AIDS, development support and community-based capacity building initiatives;
4. Strong experience in working with HIV Vulnerable Groups, particularly the Gay, MSM and Transgender People (GMT);
5. Experience in engaging and working with local MSM and TG Community Based Organizations (CBOs), particularly in Indonesia, Malaysia, Philippines and Timor Leste;
6. Excellent spoken and written English;
7. Preferably a resident of South East Asia;
8. Preferably familiar with the ISEAN Hivos Program and partners;
9. Ability to travel and participate in the Program Management Training regional activity by mid-February, 2014.
