II.
  Organizational Context and Scope | 
| 
Established in 1951,
  IOM is the leading inter-governmental organization in the field of migration
  and works closely with governmental, intergovernmental and non-governmental
  partners. IOM is dedicated to promoting humane and orderly migration for the
  benefit of all. It does so by providing services and advice to governments
  and migrants. 
The Project ‘Strengthening the Indonesian National Police
  through Institution-Building Phase III” specifically
  aims to improve the professionalism of the Police in Papua and West Papua,  advance INP personnel’s skills and
  capacities to effectively implement human rights-based community policing at
  the local level, and enhance police-community relations. 
The  field-based 21-month project implementation
  period is based on the findings of baseline surveys conducted during the nine month long inception phase in all
  three provinces. The Project Implementation Team, in close coordination with the
  province-level Police (POLDA), communities and other
  project stakeholders, will carry out the following activities:  tailoring
  INP’s specialized training programme to the local realities and needs of
  Papua, West Papua and Maluku;  training police at province, district and sub-district levels on community policing and  implementing community policing through the set-up of Community Policing
  Forums at province, district and sub-district levels.   
The Senior Project Assistant will be working under the guidance
  and overall supervision of the
  Project Manager  and 
  direct supervision of  the
  Project Coordinator. |

III.
  Responsibilities and Accountabilities | 
| 
1.       Provide
  technical assistance in the development of plans, Terms of Reference, and
  strategies for all project components and take the lead in preparing and
  coordinating the implementation of all province-based project activities as
  described above.  
2.       Liaise and
  coordinate with POLDA in order  to
  ensure solid relationship promoting 
  smooth and sound implementation of
  project activities 
3.       Provide
  regular weekly and monthly reports on activity under her/his area of
  responsibility and assist Project Coordinator with contributing to regular
  donor reports with qualitative and quantitative data, observations and
  lessons learned.  
4.       Establish
  and maintain regular contact with Government of Indonesia particularly at Provincial Level, Legislative, Civil Society Organizations,
  Community Based Organization, universities, media, local representatives and
  leaders and other stakeholders, and actively engage them in relevant project
  activities to ensure overall programme cohesiveness and their contribution to
  the attainment of project’s objectives. 
5.       Anticipate
  and report any potential challenges that may impair project implementation
  and advise the Project Coordinator and Project Manager on best course of
  action to address or avoid challenges.  
   
6.       Assist in
  the monitoring of project activities by reviewing a variety of records such
  as progress reports(monthly and six monthly/interim
  report),  Plan of Action, Logical Framework, budgets
  and financial expenditures and support the implementation of regular “joined reflection” mechanism at all
  level of INP organization (provincial, district and sub-district level). 
7.       Collect,
  compile and maintain information on project activities by reviewing reports
  and other first-hand sources, summarize reports and contribute to the
  preparation of progress and end of project reports by providing information
  for the area of project coverage under his/her responsibility. 
8.       Provide
  technical guidance, training and supervision to the  Project Assistants and/or Field Project
  Assistants under his/her area of responsibility  in the implementation of project activities
  at district level to ensure conformity with project objective, plan of
  activities, budget as well as  IOM’s
  financial, logistic and procurement rules and regulations. 
9.       In
  coordination with the Project Coordinator and Project Manager, represent the
  Police Reform Program or INP in attending meetings at national, provincial or
  district level as assigned and requested. 
10.   Provide
  written and verbal translation including simultaneous translation from
  English to Indonesia or visa-versa during meetings
  or official functions as required. 
11.   Carry out
  specific administrative operational task for project activities including
  field visits to project sites where workshops/seminars/trainings are held as
  necessary. 
12.   Ensure
  administration and implementation of
  the project strategies, adapts processes and procedures focusing on
  achievement of the full compliance of project activities with IOM rules,
  regulations, policies and  strategies;
  implementation of the effective internal control in consultation with the
  direct supervisor and management. 
13.   Works in
  close collaboration with the Project Manager, Project Coordinator and
  projects’ staff in the mission for resolving complex project-related issues
  and information exchanges. 
14.   Perform
  other duties as may be assigned.  |

V.
Education and Experience
a)      Indonesian
National
with good knowledge of, and experience in project implementation and
monitoring. 
b)     University
degree from an accredited academic institution, preferably in Social Science, Management, Economics, Political and Human Rights  or a combination of relevant training and
experience. 
c)      A minimum of seven years operational/field experience and
liaising with governmental and diplomatic authorities as well as with
international institutions. 
d)     Knowledge of the project management cycle.
e)      Ability to prepare clear and concise reports in english.
f)       Experience in programme implementation, particularly in the field of
security sector reform.
g)      Excellent communication and negotiation skills. Strong interpersonal and
organizational skills. Drive for results and effective resource management
skills.
h)     Demonstrated track record in working effectively with colleagues from
varied cultures and professional backgrounds in order to achieve desired goals.

VI. Languages
Fluency in English and
Bahasa Indonesia both oral and written is a must.
