Save the Children is an international
non-profit organization that focuses on the fulfillment of children’s
right. Save the Children was first established in May 1919 in the U.K.
and
to date has 28 Save the Children Offices and operations in more than
120 countries worldwide. In 1976, Save the Children signed an MoU with
the Ministry of Social Affairs of the Republic of Indonesia, followed
then by the operations of Save the Children throughout
Indonesia. Currently, Save the Children work in 11 provinces with a
variety of program areas, such as: Education, Health and Sanitation,
Livelihood, Child Protection also Disaster Risk Reduction.
2014 is year of
initial fully implementation of the Signature Program with support from
SCUK through CP Breakthrough Investment Fund (BSIF). One component
of the program is Prevention of institutionalization. This program aims
to

Prevent the separation of children from their
families, and therefore reduce inflows of children entering
institutions by strengthening the ability of vulnerable families to care
for
their children appropriately.

Help families to understand the importance of
avoiding unnecessary and harmful family separation, as well as the
risks of institutional care.
·
Ensure children and families have better
access to basic social services and that they are supported by their
community to address challenges when they arise, and so do not feel that
institutionalisation is the only option.
·
Advocate and support the government to expand coverage of conditional cash transfers.
The prevention
program will use participatory based Home Visitation method and due to
this is a new model for us; therefore we will be piloting the model in
2 districts. The piloting model will be under supervision of Mc. Gill
University with collaboration with PUSKAPA Child Protection Centre
University of Indonesia. To ensure that the process of piloting run well
and fluent, we need to recruit a project officer
in each district to support this program. The Prevention Project
Officer will work closely with the team of Family based Care that
compose of Family based Care Manager and Research Officer. He/she will
be under the supervision of the Family based Care Manager
on ensuring the home visit conducted by the Family Based Care Programme
meet the standard of intervention for the research.

Dimensions:
The Home Visitation is one component of the
Family Based Care Program that implemented by Save the Children CO
Indonesia. A set of intervention will be implemented in 10 villages
located
in 2 districts of West Java Province to develop a model of strategy on
empowering families to care for children. Parents and caretaker who
fully capacitated will then expect to prevent separation of vulnerable
children from families.
JOB RESPONSIBILITIES:
Management of project implementation and quality:
·
Under the lead of FBC Manager, plan and carry out the Home Visitation activities in each district.
·
Conduct government, stakeholders and community meetings as outlined in the plan.
·
Ensure close collaboration with internal team
members and external member that will support research aspect of the
Home Visitation program.
·
Ensure close collaboration with local
stakeholders including establishing and developing strong and effective
relationships with key district government officials and
non-governmental
stakeholders and in implementation of all project activities.
·
Contribute in the set up and develop of program implementation tactics and techniques with other personnel in the team.
·
Assist FBC Manager and Specialist on
mobilizing communities, beneficiaries and other government and non
government stakeholders to be involved in development process and
provide closely
approach and communication with community leaders and government key
stakeholders.
·
Under the lead of FBC SPM, conduct M&E activities within
his/her jurisdiction including supports data collection both quantitative and qualitative
in close collaboration and coordination with CPME Coordinator.
·
Develop monthly basis report and send to the FBC Manager.
Financial Management
·
Prepare cash projection under Prevention program to submitted and approved by FBC Manager.
·
Manage budget request, utilization and reporting in proper manner and document as well as to follow finance procedures.
·
Support FBC Manager regarding budget monitoring for prevention activities.
Administration, IT, Safety and Security and Government Relations
·
Manage administration affairs of project,
day-by-ay operational activities and other administration tasks of the
prevention program accordance to the organization procedure and
guidelines
·
Ensure that efficient, cost effective
information technology systems on direct response are in place and in
compliance with SCI MOS.
·
Conduct regular and high quality monitoring
of the administration affairs in terms of progress against activities,
indicators and outcomes.
·
Record all activities related to admin affairs.
QUALIFICATION
·
Bachelor’s degree in social work or other relevant advanced degree preferred
·
Having a good understanding of children’s issues in Indonesia especially in child protection and care.

Proven experiences in working with children.
§
Good facilitation and community development skills
§
Strong working relationship with government, community and other partners.
§
Excellent in social and in interpersonal skills as well as communication skills.
§
Proven ability to work in multi-cultural and multi-disciplinary team.
§
Demonstrate ability to implement Monitoring and Evaluation activities.
§
Proven ability to work effectively within set time frames and with demonstrated impact.

Self-motivated and able to work independently with minimum supervision
·
Good command in English and Bahasa Indonesia, both verbal and written
·
Ability and willingness to be stationed in Cianjur and Bandung Barat, West Java with frequent travel to field locations.
