Project Manager BR-Hub Reform the Reformers-C

Organizational Context    :   
AusAID has provided funding of AUD 5.7m to Kemitraan through June 2015 to continue technical support and assistance, capacity building and operational support for key initiatives related to Bureaucratic Reform.
The program, called Reform of the Reformers–the Continuation (RtR-C), focuses on triggering and supporting:
•    internal bureaucratic reform within the Ministry of Administrative and Bureaucratic reform (KEMENPAN RB)
•    the expansion of the bureaucratic reform process at the national and local government level, especially under the coordination of KEMENPAN RB and UPRBN (Unit Pengelola Reformasi Birokrasi Nasional)
•    oversight and advocacy from civil society organizations (universities, media, NGOs) related to the bureaucratic initiatives.
A fourth component of the program is the establishment of a team that will work to compile policy evidence and lessons learned related to several key bureaucratic reform issues and provide recommendations of advocacy actions, with the aim that the RTR-C program, AusAID management and high level officials in the Government of Indonesia will use such information to further support and promote meaningful bureaucratic reform.  This component is referred to as the “BR Hub.”
   

Summary of key functions    :   
•    Provide leadership and direction to the BR Hub component of RtR-C program, including by:
1.    Overall responsibility in delivering good quality outputs of BR Hub and achievement of BR Hub outcomes.
2.    Managing the delivery of all BR Hub activities, including managing the selection of key activities and strategic issues of BR Hub, providing quality assurance and ensuring documentation outputs and contributions to desired outcomes.
3.    Facilitating and managing key strategic issues discussion and dialogue with other components, other Australian programs, Government of Indonesia and other stakeholders in order to identify key strategic issues and undertaking the policy advocacy as required.
4.    Providing and coordinating the direction of the BR Hub, including through annual, quarterly, and monthly workplanning and budgeting and reviewing and modifying strategy documents to ensure coherence with the the RtR-C program’s overall support for bureaucracy reform
5.    Develop intervention strategies and plans for implementation, including coordinating the development of ToRs for all activities
6.    Managing BR Hub staff, technical advisors, consultants, and implementing vendors, including by overseeing recruitment processes and conducting/coordinating performance evaluations
7.    Coordinating implementation, monitoring and evaluation, and risk management reporting from the perspective of the BR Hub.
8.    Ensuring quality of financial management, including by managing budgets, reviewing expenditure reporting, and preparing forecasts of cashflows in accordance with good practices
•    Ensuring adherence to DFAT / Australian Aid policies and strategies, including related to anti-corruption, social inclusion and gender strategy, and commonwealth procurement rules.
•    Ensuring effective working relationships and managing coordination with key stakeholders, including:
1.     the DFAT Bureaucracy Reform Unit,
2.    The RtR-C Team Leader
3.    other RtR-C program components,
4.    Government of Indonesia stakeholders including KemenPANRB, LAN, Team Independent, and others as relevant

Recruitment Qualifications

    :   
Education :  
Minimum Master’s Degree or equivalent, in Social Sciences, Economics, Political Sciences, or related field.

Experience and abilities:  
•    Substantial and diverse experience to all aspects of the role described above, including at least 10 years’ experience in leadership position in executive or project implementation.
•    Excellent representational and communication skills, and demonstrated ability to influence project direction and outcomes through building and leveraging working relationship with stakeholders at national and sub national level
•    Strong analytical skills with proven ability to apply these skills to the practical implementation of project in Indonesia, including identification of risks, opportunities and ways to integrate other BR activities across sectors.
•    knowledge of Indonesian government systems and bureaucracy reform issues,
•    Demonstrated ability to coach and mentor colleagues at all levels.
•    Ability to be self-managing, to travel regularly, and work closely with designated officials and other stakeholders
