Background and Objective
The Australia Indonesia Partnership for Decentralisation (AIPD) is funded
by Australian Aid for the period 2011–2015. The Program supports the Government
of Indonesia (GoI) to improve the performance of provincial and local
governments. The Program focuses on resource management, covering both human
and financial resources. AIPD creates an enabling environment for provincial
and local governments to improve their performance so that sectoral initiatives
to improve health, education and infrastructure services have a greater chance
of success. At the same time, AIPD pilots new development models that can be
replicated in other provinces and districts. AIPD works with the central
government as well as five provincial governments: Papua, West Papua (Papua
Barat), East Nusa Tenggara (NTT), West Nusa Tenggara (NTB) and East Java, and a
total of 20 district governments within those provinces.
AIPD also plays a role in capturing the real challenges that provincial
and local governments face and contributes to the development of better policy.
AIPD has a vacancy for a Financial System Manager, who will provide leadership
to the financial operating teams in each of the five geographic regions and the
central finance operating team in Jakarta.
Key Responsibilities
The key responsibilities of the Financial Systems Manager are to:
- Ensure that the financial systems in place are updated and are relevant for a decentralised funding model and prepare financial reports for DFAT – AA.
- In collaboration with the Senior Operations Manager and the Systems Compliance Coordinator ensure that the Business Processes and Planning systems are implemented consistently and transparently.
- Provide support to Systems Compliance Coordinator to ensure that all AIPD Management Information Systems, (IT and paper based) are consistent and Provide strong leadership in fraud training
- In conjunction with the AIPD Senior Operations Manager and the Systems Compliance Coordinator, develop an administration and financial training program to ensure all operational staff receives regular training , thorough understanding , and updating in Operating Procedures, Business and Financial Processes, Quality Management and Compliance Systems.
- In conjunction with the Contracts and Probity Officer, the Senior
Operations Manager and the Technical Facility team ensure all Implementing
Partner contracts and reporting requirements (financial and activity) are
consistent.
Selection Criteria· A bachelor’s degree or equivalent in accounting is required. A master’s degree in business, accounting or commerce would be an advantage.· A minimum of 10 years working experience is required. Several years’ experience in Australian Aid (or other major aid donor) financial reporting would be an advantage.· Excellent leadership, interpersonal, communication and organisational skills.· Demonstrated ability to identify and manage financial risk.· Demonstrated capacity to design and implement training programs for financial staff across various geographic regions of Indonesia.· Ability to work to deadlines and under pressure.· Proficient in the use of accounting software (preferably MYOB) as well as Microsoft Office.· A sound knowledge of Indonesian payroll and taxation procedures.· Ability to work with minimum supervision and in a multi-cultural environment.· Proven ability to undertake high level strategic dialogue with government officials, preferably in a public sector reform context;· Familiarity with international donor systems and requirements.· Proven track record of operating within international multi-disciplinary teams for large-scale development programs;· Fluent in written and spoken Bahasa Indonesia and English
