II.
Organizational Context and Scope
| |
|
Established in 1951,
IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the
benefit of all. It does so by providing services and advice to governments
and migrants.
The Regional Cooperation Arrangements (RCA) are a mechanism through
which the Australian Government and the IOM support the Government of
Indonesia (GoI) in managing human trafficking, people smuggling and irregular
migration in the Indonesian archipelago to assist in preventing onward
irregular movement to Australia. IOM’s
specific role in the RCA (implementation start date: 2011), is to provide
direct and auxiliary services to
migrants referred by the GoI to IOM, in the following support areas: (a)
accommodation management; (b)
meals/living allowances/basic supplies; (c) medical care and counselling; and (d)
assisted voluntary returns.
General Functions:
Under the direct supervision of the Project/Reporting
Manager, and the overall programmatic oversight of the Deputy Chief of
Mission, the incumbent will be responsible complete the development process
of the application and deliver a functional iOS client for the Irregular
Migrant Management System.
III. Nature of the
consultancy
Objective:
To deliver a
functional iOS client for the Irregular Migrant Management System.
Target:
To complete the
development process of the application above within four-week timeframe.
IV.
Tasks to be performed under
this contract:
1. Continue
the development of Irregular Migrant Management System mobile client
application from an existing codebase.
2. Debug the
existing application and fix any possible bugs or glitch that may be found.
3. Receive
feedback from the field users and improve the application based on their
input.
V. Tangible
and measurable output of the work assignment
·
A functional iPad client for the Irregular
Migrant Management System. The application must runs well on iOS version 7 or
later and strictly conform to Apple Human Interface Guidelines.
·
The application should perform well and ship
without any critical bugs.
·
Conform to the milestones described on section
5 and deliver the application before the deadline.
VI.
Realistic
delivery dates and details as to how the work must be delivered.
The
final version of the application shall be delivered before the 4th
week of the assignment , with these following milestones:

1st week of the assignment : quick fix on the IMMS interception data
module and integration test with existing server.
·
2nd week of assignment : finishing
the migrant registration module and on-device fingerprint matching.
·
3rd week of the assignment : final
integration testing and distribution of application using TestFlightApp.
·
4th week of assignment : evaluation
of app deployment result and fix any possible bugs found during deployment.
