II. Nature of the consultancy
To conduct a
feasibility study assessing existing information and referral service
infrastructure in Indonesia and identifying effective mechanism to establish
a Migrant Resource Centre (MRC) in Indonesia.
Objective: The
objective of the project is to improve regular and safe migration flows by
contributing towards better labour migration management capacities of the
four target countries – i.e. Bangladesh, Indonesia, Nepal and the
Philippines.
Target: the project is expected to (a) Improve the
capacity of target countries’ government and private recruitment agencies to
effectively carry out recruitment monitoring; (b) Enhance dialogue between
countries of origin, transit and destination to promote safe and orderly
migration that protects women and men migrant workers; (c) Increase the capacity of target
countries to match labour demand with available supply provided by national
employment services and accredited reliable intermediation private agencies;
and (d) Promote access to information for potential, current migrants and
migrant source communities.
IOM has successfully
set up Migrant Resource Centres’ (MRCs) in seven countries of origin. Based
on the recommendation of the Colombo Process Member States, IOM Indonesia is
conducting a feasibility assessment to detail how an MRC could be introduced
in Indonesia ensuring best access to potential migrants, their families,
current and returning migrants. MRCs have shown great potential to render
information and services much more accessible, in a more convenient way to
migrants, their families and other stakeholders (media, civil society,
governments), particularly at the grassroots level. MRC’s are and can be potentially
significant as an alternative facility in cascading down the services of
national government agencies.
III.
IOM Project to which the Consultancy is
contributing
This assignment will
contribute to IOM project: “Strengthening migration management capacities in
Bangladesh, Indonesia, Nepal and the Philippines for replication in other
Colombo Process Member States.” The project is funded by the European
Commission under its Thematic Programme of Cooperation with Third Countries
on Migration Asylum
IV.
Tasks to be performed under
this contract:
Under the direct
supervision of the IOM Indonesia Labour Migration and Counter-Trafficking
National Coordinator, the Labour Migration Specialist will be responsible to
conduct the following assignment:
a) Conduct
feasibility study through review of existing reports/documents/regulations, interview
and focus group discussion with all related government and non-government
agencies personnel, and information gathering among the potential and
returned migrant populations in order to assess the existing information and
referral service infrastructure in Indonesia and to determine effective
mechanism to established a Migrant Resource Centre (MRC) in Indonesia,
including the potential to host the MRC in existing government facilities.
b) Present the
findings of the feasibility study report to IOM, relevant government project
partners (i.e. BNP2TKI and KEMENAKERTRANS) and other related partners.
c) Finalize
assessment report based on feedback gathered from IOM, relevant government
project partners (i.e. BNP2TKI and KEMENAKERTRANS) and other related partners.
V. Tangible and measurable
output of the work assignment
The end products
expected to be delivered by the Labour Migration Specialist will be (in
English), as follows:
a) One feasibility
study report on Migrant Resource Centre (MRC)
b) Four
reports of field visit: Bandung, West Java Province; Surabaya, East Java
Province; Semarang, Central Java Province; and DKI Jakarta.

The Labour Migration
Specialist will determine his/her final work schedule at the beginning of the
assignment with the approval of IOM Indonesia National Project Coordinator
for Counter-Trafficking and Labour Migration. The work schedule will set up
clear deadlines for the completion of each expected deliverables. The Final
work schedule developed will be as an addendum of this TOR.
VII.
Performance
indicators for evaluation of results (value of services rendered in relation
to their cost).
The quality,
targeted and detailed of the work performed as established in above as well
as compliance with contracted delivery dates.
VIII.
Remuneration
and Term of Payment.
The Labour Migration Specialist
will receive a competitive consultancy fee which will be paid to the bank
account indicated by the Labour Migration Specialist in the following
instalments:
a) The first
instalment in the amount of 20% of the consultancy fee shall be paid upon
signing of the contract
b) The second
instalment in the amount of 25% of the consultancy fee shall be paid upon
submission and approval by IOM of field visit reports (four reports).
c) The third
instalment in the amount of 25% of the total fee shall be paid upon the
finding is being presented to IOM, relevant government project partners (i.e.
BNP2TKI and KEMENAKERTRANS) and other related partners.
d) The fourth
instalment in the amount of 30% of the total fee shall be paid upon
submission and approval by IOM of finalized feasibility report.
IX.
Reporting
Lines [Type of supervision that will be provided]
The Labour Migration Specialist
will work under the direct supervision of the IOM Indonesia National Project
Coordinator (NPC) for Counter-Trafficking and Labour Migration. As work
progresses, the Labour Migration Specialist will share expected delivery
results with the NPC for review. The IOM NPC will ensure to provide timely
comments to the consultant’s work and address any Consultant’s request (i.e.
additional information, government contacts, etc.).

Specialist is expected to be based in Jakarta, Indonesia, and undertake duty
travel as needed for the assignment

or Specialized knowledge/experiences required
The Labour Migration Specialist
should :
Experience
in working with relevant governmental and non-governmental institutions and
senior representatives in charge of labour migration policy and
implementation in Indonesia would be a distinct advantage as well as previous
experience working in an international organization
